- Financial-sector businesses, including financial cooperatives and insurance or real-estate brokers
- Private or public health clinics and hospital foundations
- Educational institutions and their associated organizations
- Applicants in bankruptcy or listed in the public contracts register for ineligible enterprises
Eligible expenses
- Project-related salaries, benefits, rent, travel, data, materials, and equipment
- Studies, plans, and professional services for business plans, feasibility, market analysis, and concept development
- Construction, setup, and development costs linked to the project
- Planning and consultation costs with regional stakeholders
- Administrative costs up to 5% of eligible expenses

- Costs incurred before the application is received
- Projects already completed
- Bursaries, prizes, contests, loans, loan guarantees, and equity investments
- Operating deficits, interest charges, debt repayment, and working capital replenishment
- Projects related to retail trade, restaurants, places of worship, or regular operations

Processing and Agreement
- Applications are reviewed by a committee.
- The committee makes recommendations to the MRC Council on approval, refusal, funding amount, and conditions.
- Selected projects must comply with the funding agreement and visibility requirements.
- The MRC may stop the agreement and request repayment if obligations are not respected.
