Laval — Regional and Rural Fund (FRR) – Stream 2

Who is eligible?

• Non-profit organizations (NPOs).
• Cooperatives considered non-profit by Revenu Québec.
• Groups of organizations or consultation tables represented by a trustee meeting one of the two previous criteria.
• Educational and training institutions.
• Private companies, except those in the financial sector, up to 50% of the total initiative cost.

Who is not eligible

• Organizations that have failed to meet obligations related to previous financial aid from the City of Laval, a ministry, or a granting organization within the preceding two years.
• Private companies in the financial sector, including financial cooperatives.
• Businesses listed in the Register of enterprises not eligible for public contracts.
• Religious organizations and associations with a religious vocation.
• Political and partisan organizations and associations.
• Business associations and professional associations.
• Foundations and charitable organizations.
• Organizations engaged in legal litigation with provincial or federal governments, or with the City of Laval, or in default on obligations to these entities.

Eligible expenses

• The remuneration of personnel dedicated to the realization of initiative activities, including social charges.
• Expenses necessary for the realization of initiative activities.
• Professional fees.
• Costs for purchasing materials.
• Expenses related to communication and promotion activities of the initiative.
• Travel expenses.
• Rental expenses for premises.
• Capital expenses subject to fund availability.
• Bank charges and interest.
• Costs related to the evaluation of the initiative by an external evaluator in compliance with municipal requirements.
• Administrative costs of the initiative, up to 10% of the eligible expenses of the amount requested from the municipality.
• Other expenses recognized as eligible.

Eligible geographic areas

• City of Laval, Quebec.

• The application is complete, relevant, and justified.
• The initiative is directly related to one of the FRR-volet 2 regional intervention priorities.
• The initiative is implemented within the territory of Laval.
• The applicant demonstrates stability in organizational, logistical, and financial aspects to manage and execute the initiative.
• The application provides for financial or service contributions from the applicant and/or its partners representing a minimum of 15% of the total cost of the initiative.
• The initiative complements existing services and initiatives in the Laval area.
• The application is supported by a realistic, detailed, and justified budget.
• The application is supported by a realistic and detailed timeline.
• The applicant demonstrates consideration of an intersectional analysis (ADS+) and plans for universal accessibility measures in the initiative, if applicable.

• Gather documentation of organizational stability, including financial and logistical capabilities.
• Step 4: Submit Application
• Submit your complete application to the appropriate division through the contact details provided.
• Step 5: Await Confirmation and Next Steps
• After submission, await confirmation of receipt and any further instructions from the Ville de Laval concerning the application status.

• Regular progress monitoring is required, with periodic submission of progress reports to ensure compliance with the project goals and objectives.
• All initiatives must adhere to the policies and strategies outlined by the Ville de Laval, aligning with identified regional priorities.
• Organizations are encouraged to utilize the Analysis According to Sex plus (ADS+) framework and ensure universal accessibility in their initiatives, as guided by the technical datasheets provided.
• The available funding under the FRR-volet 2 is non-recurring, and it is advised to seek other funding sources to complement the grant.
