The Laval — Regional and Rural Fund (FRR) – Stream 2 aims to support local and regional development through initiatives that enhance living environments, offering financial assistance covering up to 85% of the project costs. Eligible activities include the planning, promotion, and implementation of projects in social, cultural, economic, and environmental sectors on the Laval territory.

Financing terms and conditions

  • The total municipal funding contribution cannot exceed 85% of the total cost of all supported initiatives.
  • No specific minimum or maximum funding amount is established; however, funding is subject to the availability of financial resources.
  • Organizations are encouraged to seek other funding sources as funds from FRR-volet 2 provided by the City of Laval are not recurrent.
  • Eligible expenses include personnel remuneration, professional fees, communication and promotion costs, and administration fees up to 10% of the requested funds from the municipality.

  • Planning and development of local and regional territories in Laval.
  • Support for professional expertise in social, cultural, tourism, environmental, and technological domains.
  • Promotion and support of entrepreneurship and business initiatives.
  • Community mobilization and support for structuring projects to enhance living environments.
  • Establishment, financing, and implementation of sectoral development agreements with government departments or organizations.
  • Cultural and artistic development projects covering research, creation, production, distribution, evaluation, and preservation of cultural activities.

Eligibility criteria of the Laval — Regional and Rural Fund (FRR) – Stream 2 program

  • The organization must be a non-profit organization (OBNL), a cooperative considered as such by Revenu Québec, or an educational institution or school.
  • Private enterprises, except those in the financial sector, can apply for a maximum of 50% of the total initiative cost, according to applicable criteria.
  • Organizations must be in compliance with previous financial aid obligations if applicable.
  • The project must align with Laval's regional development priorities.
  • The initiative must be implemented within the territory of Laval.
  • The organization must demonstrate financial and operational stability to manage and implement the project.
  • The application must include a financial or service contribution from the applicant and/or partners, representing at least 15% of the project's total cost.
  • The project must complement existing services and initiatives within Laval.
  • The application must include a detailed, realistic budget and timeline.
  • The applicant must consider intersectional analysis (ADS+) and universal accessibility measures in the initiative, if applicable.

Who is eligible?

  • Non-profit organizations (NPOs).
  • Cooperatives considered non-profit by Revenu Québec.
  • Groups of organizations or consultation tables represented by a trustee meeting one of the two previous criteria.
  • Educational and training institutions.
  • Private companies, except those in the financial sector, up to 50% of the total initiative cost.

Who is not eligible

  • Organizations that have failed to meet obligations related to previous financial aid from the City of Laval, a ministry, or a granting organization within the preceding two years.
  • Private companies in the financial sector, including financial cooperatives.
  • Businesses listed in the Register of enterprises not eligible for public contracts.
  • Religious organizations and associations with a religious vocation.
  • Political and partisan organizations and associations.
  • Business associations and professional associations.
  • Foundations and charitable organizations.
  • Organizations engaged in legal litigation with provincial or federal governments, or with the City of Laval, or in default on obligations to these entities.

Eligible expenses

  • The remuneration of personnel dedicated to the realization of initiative activities, including social charges.
  • Expenses necessary for the realization of initiative activities.
  • Professional fees.
  • Costs for purchasing materials.
  • Expenses related to communication and promotion activities of the initiative.
  • Travel expenses.
  • Rental expenses for premises.
  • Capital expenses subject to fund availability.
  • Bank charges and interest.
  • Costs related to the evaluation of the initiative by an external evaluator in compliance with municipal requirements.
  • Administrative costs of the initiative, up to 10% of the eligible expenses of the amount requested from the municipality.
  • Other expenses recognized as eligible.

  • The initiative is directly related to one of the FRR-volet 2 regional intervention priorities.
  • The initiative is implemented within the territory of Laval.
  • The applicant demonstrates stability in organizational, logistical, and financial aspects to manage and execute the initiative.
  • The application provides for financial or service contributions from the applicant and/or its partners representing a minimum of 15% of the total cost of the initiative.
  • The initiative complements existing services and initiatives in the Laval area.
  • The application is supported by a realistic, detailed, and justified budget.
  • The application is supported by a realistic and detailed timeline.
  • The applicant demonstrates consideration of an intersectional analysis (ADS+) and plans for universal accessibility measures in the initiative, if applicable.

  • Organizations are encouraged to utilize the Analysis According to Sex plus (ADS+) framework and ensure universal accessibility in their initiatives, as guided by the technical datasheets provided.
  • The available funding under the FRR-volet 2 is non-recurring, and it is advised to seek other funding sources to complement the grant.
