The Call for Projects in Social Innovation offers funding of up to $800,000 per project to support innovative solutions addressing significant social needs in Quebec. Eligible activities include the experimentation, sustainability, and scaling of social innovations.
Financing terms and conditions
- The maximum financial contribution is $400,000 per project for the experimentation phase.
- For the sustainability and scaling phase, the maximum contribution is $800,000 per project.
- The maximum duration of projects is 36 months.
- The grant is awarded only to the applicant organization, whether it is the one testing or implementing the innovation, or a partner.
- Expenses from organizations that are not the applicants must be included as "Contract-related expenses" in the financial assembly document.
- The grant covers up to 80% of eligible expenses for the experimentation phase.
- For the sustainability and scaling phase, the grant covers up to 70% of eligible expenses.
- The cumulative public contributions must not exceed 100% of eligible expenses.
- The grant cannot be combined with any other financial aid from the Ministry of Economy, Innovation and Energy, including that from the Economic Development Fund.
- Any application that does not comply with the funding terms will not be accepted.

Download and preparation of the form
- Download the application form to your computer.
- Fill out the form with Adobe Reader without modifying it in a browser.
- Have the form signed by the authorized person.

Preparation of mandatory documents
- Write the presentation of the organization (for the relevant NGOs).
- Describe the project in a dedicated document.
- Develop a Gantt chart for the project planning.
- Provide a document summarizing the deliverables and results from previous phases.
- Complete the financial structure corresponding to the project phase.
- Justify the required budget for the project, supported by appropriate documents.
- Gather commitment letters from each partner.
- Include a brief CV of the person responsible for the project.
- Provide a copy of the francization certificate if necessary.

Verification and compliance
Check that all documents are complete and compliant with the program requirements.

Transmission of the request
- Send all required documents electronically before the deadline.
- Submit the application to the provided email address: innosociale@economie.gouv.qc.ca.
Additional information
- The financial contribution cannot exceed $400,000 for the experimentation phase and $800,000 for the scaling phase.
- The maximum duration for projects is 36 months.
- The grant is exclusively disbursed to the applicant organization, whether it is involved in the experimentation or implementation of the innovation.
- For experimentation phase projects where the experimenting organization is not the applicant, expenses must be invoiced to the applicant and listed as "Subcontracting fees" in financial documents.
- For scaling phase projects, expenses of implementation organizations must also be invoiced to the applicant and listed as "Subcontracting fees" in financial documents if different from the applicant.
- The grant cannot exceed 80% of eligible expenses for the experimentation phase or 70% for the scaling phase.
- Total public funding contributions cannot exceed 100% of eligible expenses. Additionally, the grant cannot be combined with other financial aid from the Ministry of Economy, Innovation and Energy, including the Economic Development Fund.
- Non-compliance with financing terms will lead to rejection of the application.
- An online webinar will be held on April 2, 2025, from 2 PM to 3 PM to provide general parameters of the call for projects and answer questions.
