  • A francization compliance document, if the applicant has employed 25 or more people for at least six months.
  • The financial aid calculator showing estimated project expenses considered eligible.
  • For Types 2 or 3, environmental compliance documentation such as a required ministerial authorization, MELCCFP acknowledgement of a declaration of conformity, or a REAFIE exemption justification.
  • For Types 1A or 1B, the external consultant’s proposal.
  • The applicant’s financial statements for the last two years, with a review engagement or audit.

Eligibility

Who is eligible?

  • Municipal organizations, except those eligible for other programs.
  • Associations or federations of businesses or municipalities.
  • Organizations with a social or environmental mission, including non-profits and social economy organizations.
  • CRD residual-material sorting centres and companies operating in the construction sector.
  • Educational or health institutions for Type 1B projects only.

Who is not eligible

  • Companies, their partners, subcontractors, and affiliated companies, where applicable, that appear in the Register of Enterprises Ineligible for Public Contracts (RENA).
  • Businesses under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
  • Companies whose previous RECYC-QUÉBEC funding agreement was terminated because of promoter default within the two years before the new application.
  • Ministries and government bodies, except those in the construction or transportation sectors.
  • Applicants that are non-compliant with environmental regulations, unless specifically exempted by MELCCFP, and any business that does not process residual materials from the CRDD sector.

Eligible expenses

  • Professional fees for specialized subcontractors directly involved in the project (e.g., analysis work, installation of project-related equipment).
  • Fees for external verification of project expenses if required by the program (by qualified independent accounting firms, up to $5,000).
  • Purchase or rental of equipment, materials, or supplies intended for sorting and conditioning of construction, renovation, demolition, and deconstruction waste.
  • For projects specifically targeting reuse or deconstruction, containers for recovery (as eligible equipment).
  • Equipment rental or lease-purchase fees (for a maximum period of 12 months).
  • For project type 1B only: Wages for the applicant's staff directly involved in the project.
  • A contingency of up to 10% for equipment purchased in foreign currency to account for exchange rate fluctuations.

    • If information is missing, you will be notified and must provide it within 10 business days.
    • A decision on your project’s eligibility will generally be communicated within 20 business days after a complete application is submitted.
  • Step 6: Project Evaluation and Next Steps
    • If declared eligible, the project will undergo further analysis, which may include additional information requests, videoconference meetings, or site visits.
    • Final approval is communicated within four months following the complete application submission.
  • Step 7: Agreements and Follow-up
    • If approved, you must sign a financial assistance agreement with RECYC-QUÉBEC.
    • Meet additional conditions (such as registration in ICI on recycle+ and reporting obligations) as required to receive disbursements.
