Community Action Support Program for Families – Component 4 – One-time Support for Innovative Projects

Who is eligible?

• Autonomous community action organizations with a family mission.
• Aid, support or relief organizations, or support-to-living-environment organizations.
• National and regional groupings of family community organizations.
• Non-profit organizations offering activities for families.
• Organizations eligible under Components 1, 2 or 3 for Component 4 projects.

Eligible expenses

• Office materials and supplies.
• Local rental fees.
• Salary costs and related social benefits for the organization’s base operations.
• Staff training costs.
• Travel and representation expenses, including transport, meals and accommodation within Québec, subject to the current Treasury Board rates.

Ineligible Costs and Activities

• Accumulated deficits.
• Expenses reimbursed by another government financial assistance program.
• Capital assets, debt financing, or repayment of loans already contracted or future loans.
• Acquisition of transport vehicles.
• Travel expenses or use of the organization’s vehicle for personal purposes.

• Organizations funded under Components 1, 2 and 3 must submit accountability reports to the Ministry of the Family.
• The prescribed accountability form must be completed and approved by the chair of the board of directors.
• For the first year covered by the agreement, a new organization must submit an interim report six months after the agreement is signed or before December 31 of the current year, including the number and nature of activities carried out.
• The Ministry may reduce the amount granted, suspend payments, or stop payments if the program conditions or requested documents are not respected or provided.
• The accountability package includes the financial report, activity report, draft minutes of the last annual general meeting, the approved minutes or resolution from the previous year, and the letters patent and bylaws if modified since the last accountability.

• The application intake period is now closed for all components of the program.
