Overview

The Community Action Program for Families – Component 2 provides a subsidy (financial assistance) to national and regional coalitions of Family Community Organizations (OCF). Its purpose is to support community action with families in order to strengthen the social fabric and networks of solidarity, by funding activities carried out by these coalitions that are consistent with the Program’s objectives.

Activities funded

  • Support activities carried out by national and regional OCF groupings.

Documents Needed

  • Financial report approved by the board of directors and signed by at least one authorized director.
  • Activity report for the fiscal year.
  • Letters patent and bylaws, if modified since the last accountability report.
  • Either the draft minutes of the last annual general meeting and the approved minutes from the previous year, or a resolution confirming adoption by the board and presentation at the AGM.
  • Signed accountability form and related supporting documents.

Who is eligible?

  • National and regional OCF groupings.
  • Community organizations working with families.

Who is not eligible

  • Organizations that do not meet the community action criteria.
  • Organizations that are not national or regional OCF groupings.

Eligible expenses

  • Office materials and supplies.
  • Rental of premises.
  • Salary costs and related social benefits tied to the organization’s core operations.
  • Staff training costs.
  • Travel and representation expenses, including transportation, meals and accommodation within Quebec.

Ineligible Costs and Activities

  • Accumulated deficits and expenses reimbursed by another government financial assistance program.
  • Capital assets, debt financing, and repayment of loans already contracted or to be contracted.
  • Acquisition of transport vehicles and personal use of the organization’s vehicle.
  • Alcohol, tobacco, penalties, interest, late fees, legal costs, and collection costs.
  • Expenses not directly related to the organization’s mission, and remuneration paid to participants, members, or board members.

  • Compliance with the program’s admissibility criteria.
  • Compliance with the sustainable development criterion.

How to apply

  • Step 1: Prepare the accountability package
    • Complete the accountability form.
    • Gather the required reports and supporting documents.
  • Step 2: Send the documents
    • Send the form and supporting documents by email to the Ministry.
  • Step 3: Respect the submission deadline
    • Submit within four months after the end of the fiscal year, or by November 30 each year, as applicable.

Processing and Agreement

  • Applications are reviewed by the Ministry after submission.
  • The Ministry assesses admissibility and compliance with the program framework.
  • Applicants are notified in writing of acceptance or refusal.

Additional information

  • The application period for 2025–2026 is closed for all components.
  • Organizations funded under Components 1, 2, and 3 must submit accountability reports to the Ministère de la Famille.
  • Component-specific accountability forms are required.
