Eligibility
Who is eligible?
- Community Family Organizations (OCFs) seeking support for their overall mission.
- Regional and national regroupings of OCFs.
- Non-profit organizations (OSBLs) that support the family and offer activities or services consistent with the Program, including those legally constituted in Québec, with head office in Québec and the majority of activities in Québec.
Who is not eligible
- Private for-profit businesses (the program is intended for community organizations and, for certain components, non-profit organizations).
- Organizations that do not meet the criteria for autonomous community action (Component 1).
- Organizations that are not legally constituted in Québec or whose head office is not in Québec (Component 3).
- Organizations whose mission or activities are not consistent with the objectives of the Program (Component 3).
- Organizations submitting a project that can be funded by another government program or a non-one-time project (lasting more than one year) (Component 4).
Eligible expenses
- General operating expenses, including office supplies, technological infrastructure, communications, activity expenses, liability insurance, and accounting fees.
- Premises rental and salaries and social benefits tied to core operations.
- Staff training and development.
- Travel and representation expenses.
- Expenses tied to the social mission of autonomous community organizations, including associative life, concertation and representation activities, support and supervision of volunteer action, and board training.
How to apply
- Read the normative framework before completing the form.
- Complete the application form and have it signed by the board president.
- Send the signed form and supporting documents by email to programmes.famille@mfa.gouv.qc.ca.
Processing and Agreement
- The Ministry reviews the application after submission.
- Meeting the eligibility criteria and submitting all required documents does not guarantee funding.
- The organization is notified in writing if the request is approved or refused.
- If accepted, a financial assistance agreement must be signed.
- Accountability reporting must be filed for each fiscal year covered by the agreement.
Additional information
- The intake period for submitting a financial support request for the 2025–2026 year is closed for all components.
- The program is structured into four separate components (overall mission support for CFOs; support for national and regional networks; support for “Family partners”; one-time support for innovative projects).
- For components 1–3, organizations are expected to meet at least one sustainable development criterion (e.g., mobilizing community resources, improving families’ quality of life, considering vulnerable families’ needs, or involving families and the local community).
- Funded organizations under components 1–3 must submit accountability (reporting) documentation to the Québec ministère de la Famille.
