Overview
The Support Program for Community Action with Families – Component 1 provides a grant (financial assistance for the overall mission) to independent community action organizations with a Family mission, in order to strengthen the social fabric and the networks of solidarity among families. Eligible activities relate to the overall mission of a Family community organization (assistance, mutual aid, emergency help or support for a living environment), with actions contributing in particular to the quality of life of families and to taking into account the needs of vulnerable families.
Activities funded
- Delivering an overall mission (core operations) of an autonomous community family organization (CFO) serving families.
- Operating and supporting a national or regional CFO network/association (umbrella group) to represent and strengthen member organizations.
- Implementing activities specifically targeting families, delivered by a Québec-based non-profit organization, aligned with the program’s objectives.
- Running a one-time innovative initiative or solution (maximum one year) that supports the program’s overall objective and cannot be funded by another government program.
Eligibility
- The applicant must be an autonomous community action organization that meets the program’s eight criteria for “autonomous community action” and has a Family-focused mission.
- The organization must be a help/mutual aid/emergency assistance organization or an organization that supports a living environment, and demonstrate it meets the characteristics of a Community Family Organization (CFO) as defined in the program’s normative framework.
- For Components 1, 2 and 3, the organization must meet at least one sustainable development criterion: mobilizing community resources, improving families’ quality of life, addressing the needs of vulnerable families, or involving families and the local community.
Who is eligible?
- Autonomous community action organizations with a Family mission (Community Family Organizations / CFOs) seeking overall mission support (Component 1)
- Community organizations providing help, mutual aid and emergency assistance (including food/relief) to families
- Community organizations supporting a “living environment” (milieu de vie) for families
- Non-profit organizations (OSBLs) offering activities for families that align with the program’s objectives
- Regional and national associations/groupings of Community Family Organizations (CFOs)
Who is not eligible
- Private for-profit businesses (the program is intended for community organizations and, for certain components, non-profit organizations).
- Organizations that do not meet the criteria for autonomous community action (Component 1).
- Organizations that are not legally constituted in Québec or whose head office is not in Québec (Component 3).
- Organizations whose mission or activities are not consistent with the objectives of the Program (Component 3).
- Organizations submitting a project that can be funded by another government program or a non-one-time project (lasting more than one year) (Component 4).

- Quebec (for organizations legally constituted in Quebec, with head office in Quebec, and carrying out most activities in Quebec).

Additional information
- The intake period for submitting a financial support request for the 2025–2026 year is closed for all components.
- The program is structured into four separate components (overall mission support for CFOs; support for national and regional networks; support for “Family partners”; one-time support for innovative projects).
- For components 1–3, organizations are expected to meet at least one sustainable development criterion (e.g., mobilizing community resources, improving families’ quality of life, considering vulnerable families’ needs, or involving families and the local community).
- Funded organizations under components 1–3 must submit accountability (reporting) documentation to the Québec ministère de la Famille.
