Eligible expenses

  • Operating costs related to carrying out the organization’s mission.
  • Administrative costs linked to the organization’s operations, including office materials and supplies.
  • Rental costs for premises.
  • Salary costs and related employee benefits linked to the organization’s core operations.
  • Staff training costs and travel and representation expenses, including transport, meals, and accommodation within Quebec, subject to the applicable rates in force.

Ineligible Costs and Activities

  • Accumulated deficits.
  • Expenses reimbursed by another government financial assistance program.
  • Capital assets, including depreciation, debt financing, and repayment of loans already contracted or to be contracted.
  • Acquisition of transport vehicles.
  • Any expense not directly linked to the realization of the organization’s mission, including personal travel or personal use of the organization’s vehicle.

Selection criteria

  • Dynamic involvement and community concertation, including participation in consultation tables, committees, and working groups, the role and nature of those participations, expected outcomes, and referrals by other organizations.
  • Response to community needs, including weekly opening hours, number of weeks open, client surveys, and the number of people attending activities.
  • Democratic functioning, including general meetings and board meetings.

How to apply

  • Step 1: Review the program framework
    • Consult the normative framework to confirm admissibility.
    • Check the rules for the relevant component.
  • Step 2: Prepare the application
    • Complete the prescribed financial assistance application form.
    • Gather the information needed to support the request.
  • Step 3: Submit to the Ministry
    • Send the completed application to the Ministry of Families.

Processing and Agreement

  • For the first year covered by the financial assistance agreement, a new organization must submit a progress report six months after the agreement is signed by both parties or before 31 December of the current year.
  • The progress report must include the number and nature of the activities carried out.
  • The prescribed accountability form must be completed and approved by the chair of the board of directors.
  • The Ministry may reduce the amount granted, suspend payments, or withhold payments if a condition of the program or agreement is not respected or if requested documents are not provided.

  • Organizations funded under Components 1, 2, and 3 must submit accountability reporting to the Ministry of Families.
  • The program is structured into four distinct components.
