The MRC Deux-Montagnes — Regional and Rural Fund (FRR) – Stream 3 provides up to $250,000 per project to support initiatives that create and enhance public access to water and promote regional development. Eligible activities include studies, construction, site improvement, equipment rental, and the implementation of infrastructure and recreational activities linked to water access.

- The applicant must be a municipal organization, an Indigenous community, or a non-profit organization mandated by a municipal council or the MRC for the proposed project.
- The project must take place within one of the 7 municipalities of the MRC de Deux-Montagnes and fit the management framework adopted by the MRC.
- The project must be a time-limited, non-recurring initiative, not covering the ongoing operational costs of the organization.
- The organization must not be listed in the Register of Enterprises Ineligible for Public Contracts.
- The applicant must not be involved in litigation with the Quebec government or in breach of obligations under laws or agreements administered by the responsible Ministry.

- Companies or organizations applying for funding for administrative functions related to municipal operations (e.g., renovation of city hall, municipal garage maintenance).

Verify project and organization eligibility
- Review the eligibility of your project according to the criteria outlined by the MRC de Deux-Montagnes
- Ensure the project is located in one of the 7 municipalities of the MRC
- Check that the project is limited in time and not recurring
- Confirm your organization is eligible for funding

Prepare project documentation
- Prepare the required project documentation including a clear description, objectives, and expected impacts
- Develop a realistic financial plan and budget
- Assemble supporting documents such as demonstration of partnerships and letters of support if applicable

Submit project application
- Submit the complete project application to the MRC de Deux-Montagnes before the established deadline (e.g., September 30, 2024, or until funds are exhausted)
- Ensure all required forms and supporting documents are included in the submission

Await evaluation results
- Await feedback from the MRC regarding the evaluation of your project
- Respond to any additional requests or clarifications from the evaluation committee if needed
