Who is not eligible

• Provincial or federal public and parapublic bodies
• Financial institutions and financial cooperatives
• Businesses listed in the public contracts ineligible register
• Organizations in default on a financing agreement with the MRC

Eligible expenses

• Land or easement acquisition, including legal and appraisal fees
• Permits, surveying, site preparation, materials, and equipment rental
• Contracts and design services, including plans and specifications
• Employee wages and related employer costs for project work
• Outdoor equipment, signage, and quality control costs

Ineligible Costs and Activities

• Operating deficits, debt repayment, or working capital replenishment
• Costs incurred before the agreement is signed
• Costs already funded by the Quebec or Canadian government for the same project
• Projects already completed or unrelated to the project
• Loans, loan guarantees, equity investments, and refundable taxes

• Step 1: Contact the MRC officer
  • Discuss the project basics.
  • Confirm eligibility and possible partnerships.
  • Request access to the online application form.
• Step 2: Prepare the application
  • Complete the online form in full.
  • Gather the required supporting documents.
• Step 3: Submit the application
  • Send the completed application to the MRC.
  • Submit before the deadline or before funds are exhausted.
• Step 4: Await decision
  • The MRC communicates its decision by mail or email.
  • If approved, sign the funding agreement.

• Initial pre-analysis by the MRC development officer.
• Review by the steering committee and recommendation to the MRC council.
• Final approval by council resolution.
• Funding agreement signed between the MRC and the promoter.
• Final report and supporting documents reviewed before the last payment.

• Applications are reviewed on a rolling basis until funds are exhausted.
• The project deadline is March 31, 2026, or earlier if funds run out.
• A final report is required after project completion.
• Approved projects must be completed by October 31, 2027, with reporting due by November 30, 2027.
