Who is eligible?

  • Municipalities in the MRC of Maskinongé
  • Incorporated non-profit organizations, social economy businesses, and non-financial cooperatives managing outdoor infrastructure or equipment, with at least one year of existence
  • Private businesses with at least one year of existence
  • The MRC of Maskinongé

Who is not eligible

  • Provincial or federal public and parapublic bodies
  • Financial institutions and financial cooperatives
  • Organizations in default on a financing agreement with the MRC of Maskinongé
  • Businesses listed in the public contracts ineligible register
  • Any organization not listed as eligible

Eligible expenses

  • Land or easement acquisition, including legal and appraisal fees
  • Permits, surveying, site preparation, and electrical hookups
  • Contracts, plans and specifications, materials and supplies, transport, tool and machinery rental, signage, and quality control
  • Employee wages and related employer costs for project work
  • Collective outdoor sports equipment and volunteers' contribution

Ineligible Costs and Activities

  • Routine operating expenses, operating deficits, debt repayment, and working capital replenishment
  • Costs incurred before the agreement is signed, costs already paid by the Quebec or Canadian government for the same project, and costs tied to projects already completed
  • Costs not directly linked to the project and costs to move a business or organization unless the local municipality agrees
  • Subsidies to government administration, costs governed by Quebec-approved budget rules, and costs paid to businesses listed in the public contracts ineligible register
  • Loans, loan guarantees, equity investments, the refundable portion of taxes, and any other expense not listed as eligible

  • Relevance to local outdoor recreation: 24 points
  • Structuring impact for the community: 18 points
  • Sustainable aspects of the project: 20 points
  • Quality of the project and its planning: 18 points
  • Community mobilization and innovation or originality: 10 points each; projects scoring below 70% are not retained

How to apply

  • Contact the MRC officer before submitting to confirm eligibility, discuss the project, and obtain access to the electronic application form if needed.
  • Complete the online subsidy application form in full.
  • Gather and submit all required documents.
  • Submit the application to the MRC on the scheduled date.

Processing and Agreement

  • Eligible projects are reviewed by the steering committee, and projects scoring below 70% are not retained.
  • The committee makes recommendations to the MRC council, which approves the recommended projects by resolution.
  • For each supported project, a funding agreement is signed with the MRC of Maskinongé.
  • Any project modification request must be submitted in writing, and the MRC may end the agreement and request repayment if obligations are not met.
  • The promoter must submit a final report and supporting documents, and the last payment is made after their receipt.
