Eligible expenses
- Project-related salaries, benefits, rent, travel, materials, and equipment
- Studies, business plans, market analysis, feasibility work, and concept development
- Construction, development, implementation, or setup costs when relevant
- Planning and consultation costs with regional stakeholders
- Administrative costs within the program limits
Ineligible Costs and Activities
- Costs for projects already completed or started before the application date
- Retail, restaurant, and religious-use projects, subject to stated exceptions
- Routine operating costs, loans, interest, and deficit financing
- Rolling equipment, departure indemnities, and lobbying expenses
- Costs benefiting RENA-listed entities or non-compliant recipients
