Eligible expenses

  • Project-related salaries, benefits, rent, travel, materials, and equipment
  • Studies, business plans, market analysis, feasibility work, and concept development
  • Construction, development, implementation, or setup costs when relevant
  • Planning and consultation costs with regional stakeholders
  • Administrative costs within the program limits

Ineligible Costs and Activities

  • Costs for projects already completed or started before the application date
  • Retail, restaurant, and religious-use projects, subject to stated exceptions
  • Routine operating costs, loans, interest, and deficit financing
  • Rolling equipment, departure indemnities, and lobbying expenses
  • Costs benefiting RENA-listed entities or non-compliant recipients
