Who is eligible?

• Municipalities.
• Legally constituted non-profit organizations (NPOs).
• Public administrations (municipal or supramunicipal level).
• Solidarity cooperatives.

Who is not eligible

• For-profit private enterprises (the fund targets municipalities, public administrations, non-profit organizations, and, for the regional component, solidarity cooperatives).
• Charitable projects/activities (not eligible for the "Regional Fund" component).
• Religious projects/activities (not eligible for the "Regional Fund" component).
• Locally focused projects (not eligible for the "Regional Fund" component).
• Organizations seeking funding for operating costs, debt service, upcoming loan repayments, or completed projects (not eligible for the "Regional Fund" component).

Eligible expenses

• Professional fees (consultants, experts).
• Salaries and social/security benefits for personnel assigned to the project.
• Costs directly related to the execution of the project.
• Investment expenses: land, buildings, equipment, machinery, rolling stock, incorporation costs (related to the project).
• Acquisition of technologies: software/applications, patents (related to the project).
• Administrative costs, up to 10% of the total project cost.

Ineligible Costs and Activities

• Basic operating expenses of a municipality or its municipal services.
• Reduction of municipal taxes.
• Project of local scope.
• Activities of a charitable or religious nature.
• Expenses incurred before the official receipt of the aid request.

Eligible geographic areas

• MRC de La Mitis (Quebec).

• Social and economic impacts of the project (e.g. job creation, citizen participation, strengthening of existing services, ownership by citizens, capacity building).
• Presence of clearly identified communication activities related to the event (before, during, and after).
• Financial considerations, including efforts made to secure funding other than MRC funds.

• Step 1: Preparation of the file
  • Draft a project description.
  • Indicate the targeted objectives.
  • Explain how the project aligns with the strategic planning orientations 2017-2030.
  • Prepare a financial plan clearly presenting the contributions of the various partners solicited.
• Step 2: Submission of the application (ongoing)
  • Submit the application to the MRC of La Mitis (projects are accepted on an ongoing basis).
  • Attach all required elements (description, objectives, alignment with orientations, financial plan).
• Step 3: Analysis and recommendation (Regional Fund)
  • If the project meets the requirements and funds are available, the application is analyzed by the administrative committee of the Mayors' Council to make a recommendation.
• Step 4: Approval by resolution (PM 150 or Regional Fund)
  • PM 150: submit an application to the Mayors' Council for approval by resolution.
  • Regional Fund: the Mayors' Council endorses the recommendation of the administrative committee by resolution.
• Step 5: Agreement and disbursement of financial assistance
  • Regional Fund: sign a memorandum of understanding between the MRC and the promoter specifying the terms of disbursement and the obligations of the parties.
  • PM 150: the MRC disburses the grant amount to the municipality where the project has been approved and keeps an account of annual expenditures.

• Reception of the request by the MRC (projects received continuously).
• Analysis and recommendation by the administrative committee of the Council of Mayors (aspect "Regional Fund").
• Final decision of the Council of Mayors by resolution (ratifies the committee's recommendation).
• In case of acceptance, signing of a memorandum of understanding between the MRC and the promoter (payment conditions and obligations of the parties).

• The fund is financed by royalties received from wind farms located in the MRC de La Mitis territory.
• The fund is governed by an Investment Policy (“Politique d’investissement – Développement La Mitis”), available as a PDF.
• The investment policy includes two components: “PM 150” and a “Regional Fund” stream.
