Eligibility
- The applicant must be a municipality in the MRC of La Mitis or an organization duly authorized/mandated by a municipality (PM 150 component).
- The applicant can be a legally constituted NPO (PM 150 component and Regional Fund), a public administration (municipal or supramunicipal), or a solidarity cooperative (Regional Fund).
- The project must contribute to the development of La Mitis and the improvement of living environments (social, cultural, environmental, agri-food, tourism, or economic).
- The project must align with at least one of the orientations of the 2017-2030 territorial strategic planning.
- For the Regional Fund, the project must have economic and/or social impacts on the territory of the MRC (at least 4 municipalities) and be supported by at least 4 municipalities or by the MRC.

- Municipalities.
- Legally constituted non-profit organizations (NPOs).
- Public administrations (municipal or supramunicipal level).
- Solidarity cooperatives.
Who is not eligible
- For-profit private enterprises (the fund targets municipalities, public administrations, non-profit organizations, and, for the regional component, solidarity cooperatives).
- Charitable projects/activities (not eligible for the "Regional Fund" component).
- Religious projects/activities (not eligible for the "Regional Fund" component).
- Locally focused projects (not eligible for the "Regional Fund" component).
- Organizations seeking funding for operating costs, debt service, upcoming loan repayments, or completed projects (not eligible for the "Regional Fund" component).
Eligible expenses
- Professional fees (consultants, experts).
- Salaries and social/security benefits for personnel assigned to the project.
- Costs directly related to the execution of the project.
- Investment expenses: land, buildings, equipment, machinery, rolling stock, incorporation costs (related to the project).
- Acquisition of technologies: software/applications, patents (related to the project).
- Administrative costs, up to 10% of the total project cost.

- Basic operating expenses of a municipality or its municipal services.
- Reduction of municipal taxes.
- Project of local scope.
- Activities of a charitable or religious nature.
- Expenses incurred before the official receipt of the aid request.

Selection criteria

How to apply

Check eligibility and alignment
- Confirm that the project is supported or initiated by a municipality (PM 150) or has MRC-wide reach with support from at least 4 municipalities (Regional Fund)
- Ensure the project aligns with at least one 2017-2030 strategic planning orientation

Select the appropriate stream
- Choose PM 150 for projects led by a municipality or an organization authorized by a municipality
- Choose the Regional Fund for projects led by a group of municipalities or an organization with MRC-wide reach

Draft the project description
- Write a project description and the objectives
- Explain how the project meets the 2017-2030 strategic planning orientations

Prepare the budget and financing
- Build a financial plan showing the contributions of all partners approached
- Verify that expenses are eligible and not incurred before the official request is received

Submit the funding request
- For PM 150: submit the request through the municipality to the Council of Mayors for approval by resolution
- For the Regional Fund: submit the request so it can be reviewed by the administrative committee before being adopted by resolution

Await the decision
- Wait for analysis and recommendation (Regional Fund) and for approval by resolution
- Respond if additional information is requested during the review

Sign agreement and implement
- If approved (Regional Fund), sign a protocol agreement with the MRC defining payment conditions and obligations
- Proceed with the project according to the agreed terms
Processing and Agreement
- Reception of the request by the MRC (projects received continuously).
- Analysis and recommendation by the administrative committee of the Council of Mayors (aspect "Regional Fund").
- Final decision of the Council of Mayors by resolution (ratifies the committee's recommendation).
