The Public Transit Development Assistance Program – Stream 4: Other Financial Assistance provides funding of up to $200,000 or 75% of eligible expenses to support sustainable mobility initiatives, fare reduction agreements, and public transit studies. The program aims to promote alternative transportation modes, support commuter management centers, alleviate fare costs for inter-network users, and finance studies for developing or improving public transit services.
Financing terms and conditions
- Annual financial assistance covers 75% of eligible operating expenses of a commuting management center, up to a maximum of $200,000.
- Financial aid for fare reduction on regional passes covers up to 50% of the fare reduction granted, not exceeding 25% of the lowest equivalent local fare among agreement signatories.
- Funding for public transit studies covers 75% of eligible expenses, up to the higher of $25,000 or $1 per resident served by the applicant.

Eligibility criteria of the Public transit development assistance program – Stream 4 : Other financial assistance program
- The applicant must be a transportation management center (CGD), municipality, or public transit organization as specified for each funding stream.
- For assistance with CGD operations: Must be a CGD in the Montreal or Quebec metropolitan census areas with more than 50,000 workers, or a municipality/transit company acting as a CGD outside these areas with more than 10,000 workers.
- For fare reduction support: Must be a public transit authority or a municipality/group of municipalities providing urban or regional public transit, or the regional metropolitan transit authority in agreement with a qualifying municipality.
- For studies: Must be a municipal authority authorized to organize regional public transit or a group/consortium of municipalities contributing to public transit funding.
- The applicant must organize or promote collective transportation services within its jurisdiction and meet documentation requirements as described in the program guidelines.
Who is eligible?
- Centres de gestion des déplacements (CGD) located in the Montréal and Québec census metropolitan areas with a workforce of over 50,000 workers
- Municipalities and public transit corporations acting as CGDs located outside the Montréal and Québec census metropolitan areas with a workforce of over 10,000 workers
- Public transit corporations operating outside the Montréal metropolitan region
- Municipalities, regional county municipalities (MRC), municipal and intermunicipal transit boards, and groupings of municipalities organizing and financing urban or regional public transit services
- The Autorité régionale de transport métropolitain (ARTM) when entering into agreements to integrate a regional transit pass with a municipal organization in the surrounding area
Eligible expenses
- Operating expenses for centers that promote and advise on sustainable mobility (excluding solo car use).
- Cost reductions granted on eligible regional transit passes (monthly passes and booklets of 20 rides or more).
- Expenses related to the realization of studies on public transit services (including needs assessments, feasibility, planning, strategies for GHG reduction) for a period of up to one year.
Eligible geographic areas
- Centres de gestion des déplacements (CGD) located in the census metropolitan regions of Montreal and Quebec.
- Municipalities and public transit corporations acting as CGD and located outside the census metropolitan regions of Montreal and Quebec with a workforce pool greater than 10,000.
- Public transit corporations operating outside the Montreal metropolitan region.
- Municipalities, regional county municipalities (MRC), municipal and intermunicipal transport boards, and groupings of municipalities organizing and financing public transit services in Quebec.
- The Autorité régionale de transport métropolitain, for agreements involving integration with a municipal organization on the periphery of its territory.
