Eligibility

Who is eligible?

  • Universities
  • College technology transfer centres (CCTTs)
  • Public research centres established in Quebec
  • Quebec-based businesses
  • Quebec-based non-profit organizations (NPOs)

Who is not eligible

  • Organizations listed in the public contracts non-eligibility register (RENA).
  • Applicants that have defaulted on obligations to the Government of Quebec.

Eligible expenses

  • Direct research costs.
  • In-kind contributions linked to the project.
  • Salaries, student scholarships, materials, consumables, equipment rental or purchase, professional fees, travel, knowledge dissemination, platform costs, and subcontracting.

Ineligible Costs and Activities

  • Costs already funded by the Ministry or another Quebec government program financed by the FECC.
  • Transactions between related companies or partners.
  • Recurring costs such as annual subscriptions and software updates.
  • Expenses incurred before the detailed application is submitted, including committed contract expenses.

How to apply

  • Step 1: Contact the relevant RSRI
    • Identify the RSRI linked to your sector.
    • Request the detailed application form and related documentation.
  • Step 2: Complete the application
    • Fill out and sign the detailed application form.
    • Complete both parts of the form, including the GHG reduction section.
  • Step 3: Request support if needed
    • Use the free GHG calculation support offered by the RSRI.
    • Work with the RSRI contact person to complete the GHG section.
  • Step 4: Submit the application
    • File the completed application with the appropriate RSRI.
    • Submit before the program deadline.

Processing and Agreement

  • Applications are reviewed by the relevant RSRI.
  • Projects are assessed on scientific quality and GHG reduction potential.
  • Funding decisions are based on both project merit and reduction potential.
  • Applicants may receive free support to complete the GHG reduction section.
  • A detailed application must be filled out and signed before review.

  • Management fees of 5% of eligible expenses apply to each funded project.
