Overview

The Programme d’habitation abordable Québec – Volet 1 provides a base grant plus additional subsidies, up to a usual maximum of 80% of total project costs for non‑profit, cooperative and public bodies or 60% for private entities, to support affordable housing projects for low- or modest-income households. Funding covers eligible new construction or acquisition-renovation of residential buildings intended for seniors with slight loss of autonomy, families or individuals, under calls for projects when open.

  • Implementation of affordable housing projects in municipalities where market rents are too low to ensure project viability.
  • Affordable housing projects developed on sites where the land acquisition cost is high.

Eligibility

  • The applicant must be active in the real estate sector.
  • The applicant must be one of the following: a housing office, a non-profit organization, a cooperative, a private-sector enterprise, or a recognized post-secondary educational institution.
  • The project must involve new construction or renovation as part of a property purchase.
  • The project must be carried out in a building owned by the applicant, with perpetual ownership rights.
  • The housing units created must be intended for low- or modest-income households (such as independent seniors or seniors with slight loss of autonomy, families, or single persons) targeted by this program stream.

How to apply

Verify applicant eligibility

  • Confirm that you are an eligible applicant (housing office, nonprofit organization, cooperative, private-sector company, or recognized postsecondary institution)
  • Ensure that your activities are related to real estate and that you meet the specific requirements associated with your applicant type
  • Verify that you are or will be the perpetual owner of the building concerned by the project

Confirm project eligibility

  • Define whether your project is new construction or renovation as part of a property purchase
  • Confirm that the project targets at least one of the eligible client groups (independent or slightly dependent seniors, families, single persons) with low or modest income
  • Ensure compliance with clauses restricting private enterprises from projects for victims of domestic violence or emergency housing clientele

Analyze financial assistance

  • Consult the program’s normative framework and related documents (needs by region, maximum rents, weighting factors, maximum incomes, good practices)
  • Estimate the basic subsidy based on the eligible amount per unit, the municipal weighting factor and the applicable subsidy rate according to the chosen commitment period
  • Assess potential additional subsidies (low-rent market, demonstration project, high land acquisition cost, environmental measures) and check maximum aid rates according to your applicant type

Prepare application documents

  • Create and configure a user account following the program’s instructions for account creation and use
  • Gather all required information and supporting documents needed to present your construction or renovation project
  • Prepare internal approvals, such as a board of directors’ resolution when applicable, using the available model

Monitor calls for projects

  • Monitor announcements from the Société d’habitation du Québec regarding calls for projects under Component 1 of the PHAQ
  • Subscribe to the PHAQ newsletter to be informed of upcoming calls for projects and new documents
  • Do not submit an application while no call for projects is in effect

Submit the funding application

  • Once a call for projects opens, complete the financial assistance application for Component 1 through the prescribed process
  • Ensure that your project file meets the evaluation grid criteria and respects regional needs and maximum rent and income parameters
  • Submit your application within the deadlines and according to the methods specified in the call for projects

Await assessment results

  • Wait for the Société d’habitation du Québec to analyze and decide on your application under Component 1
  • Respond promptly if the SHQ requests clarifications or additional information during the assessment
  • Monitor communications and official releases related to the PHAQ for any updates impacting your application

Conclude agreement with SHQ

  • If your project is selected, review the applicable realization and operating agreement template (or realization, operation and financing agreement when relevant)
  • Negotiate and finalize the agreement with the SHQ, including duration of commitment and all obligations under the PHAQ
  • Ensure the agreement is signed by authorized representatives before starting any construction work

Request PSLQ unit reservation

  • If desired and applicable, submit a request to reserve rent supplement units under the Programme de supplément au loyer Québec (PSLQ) for your selected project
  • Coordinate with the SHQ to align PSLQ reservations with the terms of your PHAQ agreement
  • Integrate PSLQ conditions into your project’s operational and financial planning

Additional information

  • No call for projects is currently open for this component; applications can only be submitted during official calls for projects.
  • A realization and operation agreement between the applicant and the Société d’habitation du Québec must be signed before construction work begins.
  • It is possible, for selected projects, to request the reservation of rent supplement units under the Programme de supplément au loyer Québec (PSLQ).
  • Applicants can subscribe to the PHAQ newsletter to receive updates on the program, future calls for projects and relevant documents.
