Who is eligible?
- Registered Francophone organizations with head offices in Ontario.
- Ontario-based non-profit organizations, businesses, schools, and municipalities.
- Applicants from Ontario who are submitting a joint project with an organization in Québec.
Who is not eligible
- Individuals.
- Ministries and agencies of the Government of Ontario or other governments in Canada.
- Companies listed in the Government of Canada’s Register of Enterprises Not Eligible for Public Contracts.
- Authorized or registered political parties, bodies recognized by electoral authorities, and political education organizations.
- Applicants who have not complied with Ontario’s or the Ministère de la Langue française’s accountability requirements for a previous project.
Eligible expenses
- Accommodation and meals, with a maximum daily allowance of $200 per person; for Volets I and II, the indemnity period is limited to seven days.
- Reasonable travel and transport costs in Canada, including travel to or from Québec for directly involved participants and local transport within the same province.
- Communication and promotion costs directly related to the activity, including publicity, marketing campaigns, website or app promotion, paid search campaigns, personalized email campaigns, and flyer printing and distribution.
- Equipment or premises rental, purchase of materials or equipment, registration fees, and salaries or fees for people specifically hired for the project.
- For Volet II, fees paid to the expert are also eligible, and administrative costs are eligible up to 10% of total eligible expenses.
Ineligible Costs and Activities
- Current operating expenses of the organizations, including regular employee salaries, except for salaries and fees of staff specifically hired for the project.
- Building purchase or construction, renovation of premises, debt financing, or repayment of existing or future loans.
- Purchase of movable property.
- Travel and accommodation outside Canada, business class or first class travel, and artist fees.
- Cell phone, data, wireless network, vaccination, banquet, alcohol, and loyalty points costs, as well as expenses incurred before the application is submitted.

Selection criteria
- The nature and scope of the Québec dimension, alignment with the program objectives, and alignment with the objectives of the relevant volet.
- For Volet I, the number and relevance of the organizations met and the clarity of the partnership sought.
- For Volet II, the experts’ qualifications, the relevance of the event, and the link between the requested expertise and the event programming.
- Application quality, budget realism, supporting documents, project relevance and impact, innovation, reach, and the capacity and credibility of the organizations involved.
How to apply
- Register on the partner registry to access the application forms and submit the application and required documents.
- Submit the application through the online francophonie canadienne grants platform.
- In the electronic form, select Appel à projets Québec-Ontario under tab 3, and indicate in the budget form the amounts requested from each government.
Processing and Agreement
- Applications are analyzed by a bilateral Ontario-Québec selection committee made up of representatives from the Government of Ontario and the Government of Québec, with advice from the Bureau du Québec à Toronto and, in some cases, relevant sectoral ministries.
- Applications that do not meet the required information or conditions are returned, and the applicant must provide the missing information within a reasonable time before analysis continues.
- Once funding is accepted, any significant change must be approved, and any unspent amount used for unauthorized purposes must be reimbursed.
- Beneficiaries must submit a final report within three months after the project end date, and multi-year projects must also submit an annual progress report.
