Activities funded
- Exploratory missions involving travel to Quebec by representatives of an organization from another province or territory, or travel in Canadian provinces and territories by representatives of a Quebec organization
- Expertise transfer activities in French in Quebec or another province or territory, including colloquia, conferences, and workshops
- Partnership projects between at least one Quebec organization and at least one organization from another province or territory, including collaboration structures, French-language service support, training, promotion, mobility, multidisciplinary projects, and other collaborations
- Pan-Canadian organization initiatives and multiregional partnerships involving Quebec and at least three provinces or territories
Documents Needed
- Latest financial statements of the applicant, verified if available, for requests of $20,000 or more
- Supporting documents confirming other government subsidies, if applicable
- A signed letter from a pan-Canadian codemandeur confirming its contribution to the project and financing, for Volet IV when a Quebec organization applies with a pan-Canadian codemandeur
- The list of organizations to be met during an exploratory mission, including a short description of their mandate and the reasons for a future partnership, for Volet I only
Eligibility
Who is eligible?
- Duly registered Canadian organizations whose head office is in Quebec or another province or territory
- Non-profit organizations, public or parapublic organizations except ministries and budgetary organizations, businesses, and municipalities
Who is not eligible
- Individuals
- Ministries, budgetary organizations, state-owned enterprises, and companies directly or indirectly controlled by a provincial, territorial, or federal government
- Political parties or recognized party instances, and political education organizations
- Artist agents
- Organizations listed in the RENA, applicants that did not respect previous funding reporting conditions, applicants that failed to meet prior financial assistance obligations after formal notice, and organizations that do not comply with the Charter of the French Language
Eligible expenses
- For Volets I and II: stay, reasonable travel within Canada, local transport, registration fees for colloquia or congresses, and promotion or communication costs directly linked to the activities
- For Volet II: fees paid to the expert
- For Volets III and IV: stay, travel within Canada to or from Quebec for directly involved participants, local transport, promotion and communication, equipment or premises rental, material or equipment purchases, registration fees, and salaries and fees for people assigned to the project
Ineligible Costs and Activities
- Current operating expenses of the organization, except salaries of regular employees directly assigned to the project
- Real estate purchases or construction, premises renovation, debt financing, or repayment of existing or future loans
- Purchase of movable property
- Stay and travel outside Canada, first class or business class travel, and travel to destinations not approved by the ministry
- Artist fees, banquet and alcohol expenses, mobile phone and data plans, wireless network fees, vaccination costs, travel loyalty point restoration or reimbursement, travel insurance, and expenses incurred before the application is submitted

Selection criteria
- Nature and extent of the Quebec dimension of the project
- Alignment with the program objectives and the objectives of the relevant volet
- Volet-specific factors, including the number and relevance of organizations met in Volet I, expert qualifications and event relevance in Volet II, and collaboration quality in Volets III and IV
- Quality of the application, including clarity of objectives and activities, a realistic schedule, a balanced budget, and supporting documents
- Capacity of the organizations involved, including credibility, relevant experience, team skills, and financial capacity where applicable
How to apply
- Submit the application through the Canadian Francophonie grants platform
- In the electronic form, under tab 3 Appel à projets, select the Appel à projets Québec-Manitoba option
- In the budget forecast form, indicate the amounts requested from each government; as a rule, the requested amounts are similar
Processing and Agreement
- Applications are reviewed using the program evaluation grid and, when applicable, the opinion of the relevant Quebec offices in Canada and sectoral ministries
- The processing time for a complete application is 60 working days
- Multi-year projects require an annual progress report in addition to the final report
- The final report must be submitted no later than three months after the end of the project
