- Stream I – Exploratory mission: travel to Quebec by representatives of an organization located in another province or territory, or travel through the Canadian provinces and territories by representatives of a Quebec organization.
- Stream II – Expert transfer: expert transfer activities carried out in French in another province or territory, or in Quebec.
- Stream III – Partnership: establishment or strengthening of collaboration and exchange structures or networks, support for French-language service delivery, French-language training activities, activities promoting French and Francophone cultures, mobility stays, multidimensional projects and other collaborations.
- Stream IV – Initiative by a pan-Canadian organization and multi-regional partnership: initiatives by organizations with pan-Canadian reach, projects by Quebec organizations with a co-applicant with pan-Canadian reach, or partnerships involving organizations in at least three provinces or territories in addition to Quebec.

Eligibility
Who is eligible?
- Non-profit organizations.
- Schools, health and social services institutions.
- Businesses.
- Municipalities.
Who is not eligible
- Individuals.
- Ministries, budget-funded organizations and Crown corporations, as well as corporations directly or indirectly controlled by a provincial or federal government.
- Ministries and organizations of the Government of Quebec or other governments in Canada.
- Authorized or registered political parties, bodies recognized by electoral authorities, political education organizations and artist agents.
- Organizations listed in the Register of Enterprises Ineligible for Public Contracts, those that have not complied with the MLF subsidy award conditions, those that have failed to meet their obligations after formal notice, those that do not meet integrity requirements and those that do not comply with the Charter of the French language.
Eligible expenses
- Streams I and II: accommodation costs, reasonable travel expenses in Canada, reasonable local transportation costs, registration fees for colloquia or conferences, as well as reasonable promotion or communication costs directly related to the activities.
- Stream II: fees paid to an expert.
- Streams III and IV: accommodation costs, reasonable travel expenses in Canada from Quebec or to Quebec, reasonable local transportation costs, reasonable promotion and communication costs directly related to the activities, equipment or premises rental costs, and material or equipment purchase costs.
- Streams III and IV: registration fees, salaries and fees of the persons assigned to carrying out the project, as well as costs related to employee benefits.
Ineligible Costs and Activities
- Operating expenses, except fees and salaries of regular employees directly assigned to carrying out the project.
- The purchase or construction of a building, premises renovation, debt financing and repayment of loans already entered into or to be entered into.
- The purchase of movable property.
- Expenses already funded under the budget rules of a ministry or organization of the Government of Quebec.
- Accommodation and travel expenses outside Canada, business-class, first-class or above-economy travel, unapproved destinations, loyalty points, cell phone charges, data plans, wireless network charges, costs related to obtaining a vaccination, travel insurance, artist fees, banquet and alcohol expenses, as well as expenses incurred before the application is submitted.

Selection criteria
- The MLF may prioritize certain sectors of activity or certain geographic areas in awarding grants.
- Special attention is paid to projects in the cultural economy.
How to apply
- Submit the application on the grant platform for the Canadian Francophonie.
- In the online form, in the tab 3 “Call for proposals”, select the “Quebec–Nova Scotia Call for Proposals” option.
- In the budget forecast form, indicate the amounts requested from each government.
Processing and Agreement
- The MLF sends a response letter within a period of 60 business days after the submission of a compliant and complete application.
- Once assistance is accepted, any major change to the project must be submitted to the MLF for approval as soon as possible.
- The beneficiary must carry out the project as described in its application and reimburse the portion of the grant not used for authorized purposes.
- A final report must be submitted no later than three months after the project end date; for multi-year projects, an annual progress report is also required.
- Funded organizations must mention the assistance received from the Government of Quebec in any public communication surrounding the project, and that of the partner governments where applicable.
