- For Volet I, a list of the organizations to be met during the exploratory mission, with a brief description of their mandate and the reasons for the future partnership.

- Canadian organizations duly registered.
- Non-profit organizations.
- Educational institutions.
- Health and social services institutions.
- Businesses and municipalities.
Who is not eligible
- Individuals.
- Government ministries and governments in Canada.
- Businesses registered in the Register of Businesses Ineligible for Public Contracts (RENA).
- Authorized or registered political parties, recognized party bodies, and political education organizations.
- Applicants that have not respected SQRC grant accountability conditions, including submission of a compliant final report for any previous project.
Eligible expenses
- Stay costs, including accommodation and meals.
- Travel and transport costs in Canada, including interprovincial travel and local transport within the same province.
- Communication and promotion costs directly related to the activity.
- Rental of equipment or premises, and purchase of material or equipment.
- Registration fees, fees paid to people specifically hired for the project, expert fees under Volet II, and administration costs up to 10% of total eligible expenses.
Ineligible Costs and Activities
- Projects whose main objective is to expand the service offering to develop new markets.
- Projects that mainly consist of hiring a consulting firm or purchasing services.
- Projects mainly oriented toward international Francophonie.
- Operating expenses, including regular staff salaries.
- Capital expenditures or movable property purchases, travel and stay outside Canada, first-class or business-class travel, artist fees, and expenses incurred before the application or before the eligible expense start date, when applicable.

Selection criteria
- Relevance of the project, including alignment with the program objectives, originality, effects in Canadian Francophonie, effects in Quebec, and sector impacts.
- Applicant capacity to deliver the project, including credibility, relevant experience, team competence, and financial capacity for requests of 20,000$ or more.
- Quality of the application, including the clarity of the project, activities, timeline, and supporting documentation.
- Quality of the financing plan, including the realism of forecasts, diversity of funding sources, resource allocation, and the contribution of the applicant and co-applicant, where applicable.
- Project visibility, including the number of people reached, visibility for the Government of Quebec, and impact on the image of Canadian Francophonie.
How to apply
- Submit the application on the subsidies platform for Canadian Francophonie.
- In tab 3, Appels à projets, select Appel à projets – francophonie économique 2026-2027 from the drop-down menu.
Processing and Agreement
- The SQRC evaluates applications based on the information provided and the advice of the relevant Quebec offices in Canada.
- For intergovernmental cooperation projects, evaluation is handled by a committee made up of representatives of the partner provincial or territorial government and SQRC.
- Beneficiaries must inform SQRC of any significant project changes after approval.
- Beneficiaries must mention the Quebec government support in public communications related to the project.
- A final report must be submitted no later than 3 months after the project end date, and multi-year projects must also include an annual progress report on the dates set in the funding agreement.
