Who is eligible?

• Municipalities and MRCs
• Non-profit organizations
• Cooperatives
• For-profit businesses with a Quebec enterprise number
• Indigenous communities

Who is not eligible

• Government ministries, agencies, and Crown corporations
• Healthcare and education institutions
• Non-profits without a community-focused mission
• Financial-sector businesses
• Applicants in insolvency or listed in the RENA registry

Eligible expenses

• Wages, benefits, and professional fees linked to the project
• Construction, setup, and implementation costs
• Equipment, materials, software, and operating funds for the first year
• Planning, studies, and consultation costs

Ineligible Costs and Activities

• Costs incurred before project approval
• Debt service, loan repayments, and financing for completed projects
• Regular operating costs, administration fees, and application-writing costs
• Recurring projects and projects already funded
• Restauration, retail trade projects, and worship-place projects without another purpose

Eligible geographic areas

• MRC Nicolet-Yamaska

• Submit the project form and supporting documents to the MRC
• The MRC reviews eligibility and may request missing information
• The project is sent to the municipal council for written approval when required
• The Council of Mayors makes the final decision
• If approved, the applicant and the MRC sign a funding agreement, then payments and follow-up begin

• Projects must align with the MRC’s intervention priorities.
• A funding agreement is signed before payments are made.
• Recipients must provide follow-up and final reporting.
