The Petits établissements accessibles (PEA) program provides a maximum funding of $30,000 to improve accessibility for individuals with disabilities in small commercial, business, or meeting establishments. Eligible activities include permanent modifications to meet accessibility requirements, like adding ramps or modifying restrooms, prioritizing access and unobstructed routes.
Financing terms and conditions
- The maximum financial aid available per eligible establishment is $30,000.
- The grant covers 90% of the recognized costs of eligible work.
- If eligible works have already received financial aid from other municipal programs, the combined financial assistance must not exceed 90% of the total recognized costs.
- The grant is disbursed only after the completion and verification of the works.

- Addition of a drop-off area, threshold, or access ramp, and installation of reserved parking spaces for individuals with reduced mobility.
- Modifications to ensure obstacle-free pathways within establishments for access to services and customer restrooms, such as leveling floors, installing ramps, widening doors, and adding electric door openers.
- Redesign of customer restrooms to include sufficient maneuvering space, installation of support aids like grab bars and handrails, modification of vanities, and lowering of switches for better accessibility.
Eligibility
- The applicant must be the owner or tenant of a building or part of a building used for commercial, business, or meeting activities.
- The applicant must not be registered on the Registry of Enterprises Ineligible for Public Contracts.
- The building must be an establishment offering on-site services to the population, located in a building of no more than two stories, with a floor area no greater than 300 m2, or a meeting establishment accommodating no more than nine people.
- Eligible projects involve permanent accessibility improvements adhering to construction code requirements, providing simple, economic solutions.
- Admissible work must not have begun before the eligibility certificate is issued.
- Only projects not previously financed by federal or provincial government programs qualify.
- Projects require execution by a contractor registered with the Quebec Building Authority (RBQ) and must begin post-municipal or MRC approval.
- All work must be completed within 12 months from the authorization date.
- The grant supports up to 90% of recognized costs, with a maximum of $30,000 per eligible establishment.

- Start the work after receiving the eligibility certificate.
- Once the work is completed, the accredited inspector will verify its compliance with the estimate.
- Receive the grant after approval from the municipality or the MRC.
