- Projects in direct competition with existing businesses or projects
- Projects already covered by municipal budgets or other government programs
- Routine infrastructure replacement or maintenance projects
Eligible expenses
- Salaries and wages of employees, interns and other equivalent employees, including employer social charges and benefits
- Professional fees
- Capital expenses such as land, buildings, equipment, machinery, vehicles, incorporation fees and other similar expenses; acquisition of technology tools, software, software suites, patents or other items
- Working capital needs for first-year operations
- Other expenses related to project development and implementation
Ineligible Costs and Activities
- Infrastructure, services, works or current operations that can be financed by municipal budgets or government programs
- Projects related to replacement and maintenance of an infrastructure
- Recurrent projects or projects that do not demonstrate added value
- Promotion and communication projects, as well as information, awareness or popular education projects
- Operating costs of an organization; self-financing activities and events; and activities, equipment or infrastructure that do not meet Quebec laws and regulations

- Structuring aspect of the project
- Added value and overall quality, including reach, sustainability and budget realism
- Mobilizing aspect, including support from a local development committee, diversity of partners, and consultation and citizen involvement
- Origin of the project, when it comes from the promoter's action plan or the targeted sector of activity
- Global impact, including economic, social, cultural and environmental effects, with preference for local purchasing and supplier proximity: MRC des Appalaches, Chaudière-Appalaches, then Quebec
How to apply
- Prepare the project and the funding request, including the form and other documents
- Send the file by mail or email to the MRC des Appalaches, to the attention of the development advisors
Processing and Agreement
- Applications are first preanalyzed by the MRC and may be discussed with promoters if needed
- Files are fully evaluated by the FRR - Volet 2 analysis committee
- The committee recommends files to the council of mayors for the final decision
- Approved projects are subject to a protocol agreement between the MRC des Appalaches and the promoter, which defines the payment conditions and the obligations of the parties
- The first payment is made after the agreement is signed, and the second payment is made after the final report is submitted
