• Completed and signed application form
• Resolution authorizing the applicant’s representative
• Municipal support resolution
• Letter of support from a local development committee
• Other supporting letters or relevant documents

Who is eligible?

• Incorporated non-profit organizations
• Incorporated cooperatives

Who is not eligible

• For-profit businesses
• Projects in direct competition with existing businesses or projects
• Projects already covered by municipal budgets or other government programs
• Routine infrastructure replacement or maintenance projects

Eligible expenses

• Salaries and wages, including employer contributions and benefits
• Professional fees
• Capital expenses such as buildings, equipment, machinery, and vehicles
• Technology tools, software, patents, and similar assets
• Working capital for first-year operations
• Other costs linked to project development and delivery

Ineligible Costs and Activities

• Municipal infrastructure maintenance costs
• Expenses incurred before the project submission date
• Routine operating costs of an organization
• Self-financing activities and events
• Activities, equipment, or infrastructure not compliant with Quebec laws and regulations

Eligible geographic areas

• MRC des Appalaches

• Applications are first pre-analyzed by the MRC team.
• Eligible files are then fully evaluated by the FRR Volet 2 analysis committee.
• The committee makes a recommendation to the council of mayors for the final decision.
• Approved projects require a funding agreement before payment.
• The final payment is made after the final report is submitted.

• A project must align with at least two of the MRC’s development priorities.
• A municipal support resolution is required.
• The project must be completed and the final report submitted by the deadline set in the program guide.
• A funding agreement is signed before the first payment is issued.
