The Mille et UN Fund offers financial support of up to $100,000 to support projects that impact youth and target young people aged 15 to 29 in Quebec. The program aims to promote initiatives in various areas such as employment, entrepreneurship, the environment, culture, education, health, and citizenship.
Financing terms and conditions
- Financial contribution matching the crowdfunding goal, up to a maximum of $100,000.
- Campaign goals must be between $5,000 and $50,000 for the Ephemeral Component.
- Eligibility for additional funding if the initial crowdfunding campaign goal is met.
- Financial contributions from the FM1 do not apply to regular operational expenses, except for the Ephemeral Component.
- Funding is contingent upon the successful achievement of the crowdfunding campaign’s objective.
- The financial contribution will only be disbursed if the total anticipated amount for the project is achieved or exceeded.
- Two-phase disbursement: the first payment (80%) after payment phase completion, and the second payment (20%) after project realization and completed report submission.
- Strict adherence to financial support stacking rules, ensuring no overlap with national public funding for the same project.
- Requirements for detailed financial reports and justifications for all expenses.
- Financial aid cannot be used to cover any expenditure not directly associated with the project.

Eligibility
- Open to all types of project holders, everywhere in Quebec.
- Accessible to any type of Quebec business registered with the Registraire des entreprises du Québec (REQ) if the campaign's goal is over $10,000.
- The project must have an impact on youth and primarily target young people aged 15 to 29.
- The project must address at least one of the seven main axes of the Youth Action Plan 2021-2024: Employment, Entrepreneurship, Environment, Culture, Education, Health, Citizenship.
- The project must be defined with a total financial need assessed at at least $10,000.
- For the FM1 ephemeral component: also open to non-profit organizations, charities, and cooperatives, targeting issues related to the pandemic.
- Campaign with a minimum goal of $5,000.
- The project must be implemented within a maximum of one year after the end of the campaign.
- The project must not have received any other national public additional funding for the same project or support from the Secretariat for Youth for the same project.
- Municipal entities, ministries, and governmental organizations or businesses under their control are not eligible.

- All types of project leaders across Quebec
- All types of Quebec-based businesses must be registered with the Registraire des entreprises du Québec (REQ) if the campaign's objective exceeds $10,000
Who is not eligible
- Municipal entities.
- Departments and agencies of the government of Quebec or Canada.
- Companies directly or indirectly controlled by a provincial or federal government.
- Companies majority-owned by a state-owned enterprise.
- Companies under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
- Companies listed in the Register of enterprises ineligible for public contracts (RENA).
- Financial services companies, including financial cooperatives.
Eligible expenses
- Rémunération du personnel régulier du ou de la porteur·teuse de projet, en lien avec le projet soumis.
- Frais de location de locaux.
- Honoraires professionnels pour effectuer une tâche ou un service particulier.
- Frais de transport, de repas et d’hébergement à l’intérieur du Québec, lorsqu’ils sont nécessaires à la réalisation du projet, selon les barèmes en vigueur dans la fonction publique du Québec.
- Frais d’administration liés directement à la mise en œuvre du projet.
- Frais liés aux activités de communication et de promotion.
- Achat de matériel et d’équipement, ainsi que les frais liés à la construction ou à la mise à niveau d’installations.

Selection criteria
- Respond to at least one specific objective of the Plan d’action jeunesse and demonstrate the ability to achieve it.
- Create a positive impact and have a multiplier effect on the youth, enabling them to develop new skills and positively affect those around them.
- Demonstrate the credibility of the project leader in achieving the project's success, either through experience in the field or by assembling the right team to achieve business objectives.
- Show the capacity to reach the target youth audience, including a communication plan and involvement with reference organizations.
- Present an innovative and original project that proposes an unconventional approach.
- Showcase the expertise, competence, and know-how of the project leader and partners, including project feasibility guarantees like a work calendar, realistic budget, financial setup confirmation, authorizations and required certifications, and realistic financial needs.
How to apply

Check the eligibility of your project
Ensure that the project meets one of the FM1 objectives and the criteria of the Youth Action Plan. The project must aim for a positive impact on young people aged 15 to 29 and meet the criteria of innovation, feasibility, credibility, etc.

Participate in the preliminary steps
A multi-step process is planned before submitting the application:

- Discuss with an advisor from La Ruche
- Create a draft of your campaign page on the platform
- Submit the official application

Prepare the required elements

Submit the request
To be submitted before May 31, 2025, or earlier if the envelope is exhausted. The analysis is ongoing. Once the application is submitted, no additions are allowed.

After the campaign: accountability
To be submitted within 12 months following the end of the campaign:
- Updated schedule and budget
- Statutory declaration of the project holder
- Impact data (young people reached, concrete outcomes)
- Compliance with any additional conditions set by the FM1 committee
Additional information
- The FM1 contribution is issued in two instalments: 80% after the payment phase, and 20% once the project is completed and reporting is validated.
- A survey for completion reporting is required within twelve months after the campaign ends, detailing the number of impacted youth and other project outcomes.
- Applicants must be 18 or older to create a Stripe account, necessary for campaign launch, or have adult sponsorship if younger.
- La Ruche imposes a 7% service fee on funds raised during the crowdfunding campaign.
- An additional 5% service fee is applied to the FM1 contribution value from the funds raised during the campaign.
- Stripe charges a transactional fee of 2.9% of contributions plus $0.30 per transaction.
- Applicant must not adapt their project solely to meet the FM1 objectives, and consistency between the campaign page and the application form is required.
