Overview of the Manufacturing Productivity - Part 2: Technological projects program

The Support for Innovation and Productivity for Québec Manufacturing Companies (SIPEM) - Part 2 program provides non-repayable funding of up to $5,000 to cover 50% of eligible costs for developing a tailored technological specifications document. This grant supports Québec manufacturing businesses and related service companies in identifying and prioritizing technology-driven R&D projects to enhance productivity.

Financing terms and conditions

  • The financial aid covers 50 % of the fees presented in the pre-approved service offer, for a maximum contribution of Prompt of $5,000.
  • The payment of a management fee equivalent to 5 % of the project value, up to a maximum of $500, is required.
  • No advance funds are granted under this financial aid.

Eligible projects & activities

  • Execution of a technological specification report (Cahier de charges technologique) by independent, pre-qualified experts to identify and prioritize applied R&D projects related to digital, physical, and/or software data technologies aimed at improving productivity.

Eligibility criteria of the Manufacturing Productivity - Part 2: Technological projects program

  • The applicant must be a manufacturing company or a business providing services to manufacturing companies.
  • The applicant must be legally constituted under the laws of Quebec or Canada.
  • The applicant must have an active establishment located in Quebec.
  • Enterprises in the social economy, as defined by the Loi sur l’économie sociale (RLRQ, chapter E-1.1.1), are eligible.
  • The establishment in Quebec must be engaged in the production of goods and services or internal research and development activities.

  • Manufacturing companies located in Quebec
  • Companies providing services to manufacturing businesses in Quebec
  • Groups of companies from any sector with operations in Quebec
  • Social economy enterprises as defined by Quebec law
  • Companies with operations in Quebec dedicated to the production of goods and services or to internal research and development activities

Eligible expenses

  • Fees for pre-approved independent and neutral experts for the completion of the technological specification document (Cahier de charges technologique).

Eligibility criteria of the Manufacturing Productivity - Part 2: Technological projects program

The grant includes evaluation and selection criteria. :
  • The applicant must be a legally constituted entity based in Quebec with at least 50% Quebec ownership and meet specific eligibility criteria.
  • Project criteria: Projects must focus on customized technological innovation to improve manufacturing productivity. Funding ceilings and durations vary according to the size and nature of the company.
  • Applicants must have a digital optimisation project requiring the development of a customised solution.

Preparation of the application file
  • Identify and define technology project opportunities through a Technical Specifications Document.
  • Engage pre-qualified independent experts if necessary to assist in preparing the Technical Specifications Document.
  • Collect the necessary documents, including proof of legal establishment and supporting documents for the project.

Submission of the request
  • Access the PROMPT submission platform or follow the instructions given by the advisor.
  • Submit all required documentation before the submission deadline, which is September 30, 2024, for the Specifications Document or until funds are exhausted for the Technological Project Realization.

Follow-up and confirmation
  • Make sure to receive a confirmation of your application submission.
  • Keep the tracking information and be ready to respond to any additional requests from PROMPT.

Additional information

  • The technological specifications document must be drafted by independent and pre-qualified experts.
  • The management fees of PROMPT are applicable and amount to 5% of the contribution, capped at $500 for the technological specifications document and $50,000 for the technological project realization.
  • Reimbursement requests for the technological specifications document must be submitted by September 30, 2024.
  • The disbursement of aids is conditional upon the availability of funds from partners, compliance with the funding agreement, and the annual budget.
  • No advance of funds is granted; the grant is paid upon presentation of supporting documents.
  • Applicable taxes are in addition to the amounts presented.
  • For the technological project realization, all claims, as well as interim and final reports, must be sent no later than December 30, 2025.
  • The program encourages the creation of intellectual property allowing the commercialization of developed innovative solutions.
  • The maximum public funding enhancement under the program may reach 75%.
  • The definition of SME and large enterprise is based on the number of employees: fewer than 250 for an SME and 250 or more for a large enterprise in Quebec.
