Step-by-Step Process
- Initial Submission: A complete application must include:
- The financial assistance application form in Excel format (Tabs 1, 2, and 3.1) fully filled out.
- The PDF format of the financial assistance application, signed and dated by an authorized signatory.
- The project plan, signed and dated by an engineer.
- The surveillance plan, signed and dated by an engineer.
- These documents should be sent via email to: transitionenergetique@mern.gouv.qc.ca.
- Evaluation: Upon receipt of a complete application, a program manager will be assigned to evaluate your documentation. If the application meets the program criteria, you will receive an admissibility date for expenses, allowing the project to commence. Note that purchase orders issued up to 30 calendar days before the admissibility date will be accepted.
- Confirmation: After a thorough evaluation of your application and eligibility confirmation, you will receive a "Confirmation of Conditions" document to complete. You will be informed via letter of the maximum financial assistance amount you could receive, followed by an agreement for signature by both parties.
- First Payment: For the first disbursement (25% of the financial aid), submit:
- The updated financial assistance request form (Tab 3.1).
- The surveillance plan, updated if necessary.
- The initial purchase orders authorizing selected companies to execute the work, invoices, and internal expense declarations.
- Progress Report: When more than 50% of the project implementation work is completed, submit:
- The progress report, signed and dated by an engineer.
- The updated financial assistance request form (Tab 3.1).
- The updated surveillance plan if necessary, invoices, and internal expense declarations.
- After validation, the interim payment (25% of the financial aid) will be confirmed.
- Commissioning: Upon full project implementation (within a maximum of 36 months from the agreement's effective date), submit:
- The commissioning report, signed and dated by an engineer.
- The updated financial assistance request form (Tab 3.1).
- The updated surveillance plan if necessary, invoices, and internal expense declarations.
- Following document validation, the third payment (25% of the financial aid) will be confirmed.
- Final Report: Following project commissioning, measure and accumulate data demonstrating GHG reductions compared to the project reference scenario, then submit:
- The project report, signed and dated by an engineer.
- The financial assistance request form with Tabs 2, 3.1, and 4 filled in and updated.
- Invoices and internal expense declarations.
- After document validation, the final payment, representing the remaining financial aid calculated based on the actual GHG measurement, will be confirmed.
- Ongoing Monitoring: Until the agreement's expiration, annual follow-up will be conducted by the MELCCFP. You must provide the fully completed installation monitoring form and an annual update for the agreement's duration.
Important Notes
- Authorized Signatory: An authorized signatory must be part of the administration list and appear in the Québec Enterprise Register (REQ). Otherwise, a proxy must be provided.
- Engineer Certification: The documents must be signed by an engineer who is a member of the Order of Engineers of Quebec (OIQ).
