Overview of the Bioénergies — Implementation program
Get financing of up to $5 million for a project that helps reduce GHG emissions using bioenergy for thermal energy production applications (heating or process) with a view to replacing fossil fuels.
Financing terms and conditions
- The maximum financial aid granted for the implementation of a bioenergy conversion project is $5 million per application and per site.
- The aid is calculated based on the lowest amount obtained by applying the following criteria: a percentage of eligible expenditures (up to 75%), minimum payback period (between 1 and 5 years depending on the sector), and a maximum amount per tonne of GHG emissions avoided (e.g., $50/t or $125/t depending on circumstances).
- The cumulative total of government aid (federal and provincial), energy distributor subsidies, and the Bioénergies program cannot exceed 75% of the total eligible project expenses.
Eligible projects & activities
- Implementation of projects converting energy systems to bioenergy for heat production (heating systems).
- Implementation of projects converting energy systems to bioenergy for industrial processes.
- Simplified conversion projects for maple syrup producers, specifically the conversion of an evaporator for maple syrup production to bioenergy.
- Simplified conversion projects for small businesses, institutions, industries, and enterprises in the agricultural sector, specifically the conversion of heating systems to bioenergy.

Eligibility criteria of the Bioénergies — Implementation program
- The applicant must operate a site located in Quebec.
- The site must currently use fossil fuels, and the applicant must commit to measurably and sustainably reducing fossil fuel consumption through conversion to bioenergy.
- The applicant must be active in one of the following sectors: commercial, institutional, municipal, industrial, manufacturing, agricultural, or agri-food.
- The applicant may be a small, medium, or large energy consumer, as defined by total non-electric energy consumption relative to 36,000 gigajoules (GJ).
- The project must demonstrate a reduction in greenhouse gas (GHG) emissions by replacing fossil fuels with bioenergy, considering the dynamics of CO2 emissions over time relative to a reference scenario, with a measurable and additional impact.

Eligible expenses
- The cost of purchasing and upgrading equipment, including additional costs for replacing end-of-life equipment compared to conventional equipment.
- Engineering, installation, commissioning, and measurement costs performed by in-house or contracted personnel.
- Costs of measurement, quantification, and verification by an external consultant, both before and after equipment installation (for existing sites).
- Additional equipment purchase costs compared to conventional equipment (for new sites).
- Additional engineering, installation, and commissioning costs compared to traditional approaches (for new sites).
- Post-installation measurement costs, including expenses related to GHG quantification (for new sites).
- Purchase orders issued up to 30 calendar days before the application submission date are accepted as eligible expenses.

Eligibility criteria of the Bioénergies — Implementation program
- Demonstration of greenhouse gas (GHG) emissions reduction through the use of bioenergy replacing fossil fuels.
- Consideration of the CO2 emissions dynamics over time compared to a reference scenario to ensure positive short-term climate impact.
- Compliance with the principle of "additionality", requiring measurable and above-normal impact.
- Financial assistance calculation based on eligible expenses, minimum payback period, and annual GHG emissions avoided (in tonnes), with the lowest of the three determining the final amount.
How to apply to the Bioénergies — Implementation program

Initial submission
- Fill out the Financial assistance application Form in Excel and PDF, signed and dated by the authorized signatory.
- Prepare the Project Plan and the Monitoring Plan, signed and dated by an engineer.
- Send these documents by email to transitionenergetique@mern.gouv.qc.ca.

Preliminary assessment
- Wait for a program officer to evaluate the complete application.
- Receive an eligibility date for the expenses, allowing the project to start.

Confirmation of the conditions
- Fill out the document Confirmation of the terms of the agreement.
- Receive confirmation of the maximum amount of financial assistance.
- Sign the agreement with both parties.

First payment
- Provide the updated Financial Assistance Application Form and the Monitoring Plan.
- Submit the initial purchase orders, invoices, and internal expense statements.
- Receive the first payment that corresponds to 25% of the granted aid.

Progress of the work
- Provide the progress report signed by an engineer.
- Update the financial assistance request form and the monitoring plan.
- Submit invoices and declarations of internal expenses.
- Receive the second payment after validation, corresponding to 25% of the aid.

Commissioning
- Provide the Operations Report signed by an engineer.
- Update the Financial Assistance Application Form and the Monitoring Plan.
- Submit invoices and internal expense statements.
- Receive the third payment after validation, corresponding to 25% of the assistance.

Measurement and data
- Provide the project report signed by an engineer.
- Update the required tabs of the Financial Assistance Application Form.
- Submit the invoices and internal expense declaration.
- Receive the final payment, corresponding to the recalculated residual aid, after validation.

Annual follow-up
Provide the implantation tracking form and an annual update until the end of the agreement.

- The grant application requires authorization from a signatory who appears in the Quebec Enterprise Register (REQ).
- An engineer involved in preparing documentation must be a member of the Ordre des ingénieurs du Québec (OIQ).
