Overview
The Home Energy Loan Program (HELP) offers Toronto homeowners up to $125,000 in low-interest financing to support energy-efficient and low-carbon home renovations. Eligible activities include upgrades such as insulation, heat pumps, window and door replacements, geothermal systems, solar panels, and electric vehicle charging stations.
Financing terms and conditions
- Loan amounts available up to $125,000, not exceeding 10% of the property's current value assessment (CVA).
- Fixed interest rates by term: 3.08% (5 years), 3.92% (10 years), 4.41% (15 years), and 4.67% (20 years for select projects only).
- An administrative fee of 2% is added to the total loan amount.
- Funds are disbursed in two phases: up to 30% as an advance upon signing the agreement, and the remainder upon project completion.
- Loan repayment is made via 11 monthly installments per year through the property tax bill, with full prepayment allowed at any time (service fees may apply).

Eligibility
- The applicant must own a detached, semi-detached, row house, duplex, triplex, or a low-rise residential building (maximum three storeys and six units) located in Toronto, with a postal code starting with "M".
- All property owners listed on the title must consent to participate in the program.
- The applicant must not have more than three instances of a property tax or utility account being 60 days past due in the last three years.
- If applicable, the applicant must obtain written consent from their mortgage lender.

- Homeowners of semi-detached houses
- Homeowners of row houses
- Homeowners of duplexes or triplexes
- Owners of low-rise residential buildings (up to three storeys and six units) in Toronto

- Installation of air-source heat pumps
- Window and door replacements
- Insulation upgrades for basement, attic, or exterior walls
- Air sealing measures (such as weather stripping or caulking)
- Geothermal system installation
- High-efficiency water heaters, furnaces, boilers, and air conditioners
- Tankless water heaters
- Drain-water heat recovery systems
- Toilet replacements
- Solar hot water systems
- Rooftop solar PV panel installation
- Electric vehicle charging stations (Level 2)
- Battery storage systems

- Properties located in the City of Toronto (postal codes starting with “M” only).
How to apply

Complete application form
- Complete the online application form
- Receive and review the funding offer from the City
- Obtain written consent from your mortgage lender if required

Energy assessment and funding request
- Book a home energy assessment with an NRCan-registered Energy Advisor
- Receive a Renovation Upgrade Report with recommendations
- Obtain an EnerGuide rating of your home
- Determine eligible incentives and rebates
- Submit a funding request with details and contractor quotes

Sign the funding agreement
- Review and sign the Property Owner Agreement (POA)
- Return the signed agreement to the City
- Receive up to 30% of funds if requested to start your project

Complete home improvements
- Hire contractors and complete approved home improvements
- Obtain all required permits for the work
- Book your post-retrofit energy assessment

Submit project completion documents
- Submit a Project Completion Report signed by your Energy Advisor
- Provide contractor invoices and new EnerGuide rating
- Receive the remaining project funds from the City

Repay the loan
- Begin loan repayment through the property tax bill
- Make monthly instalments over the term of the loan
- Option to pay off the loan balance at any time
Additional information
- Interest rates are fixed for the loan term and will not fluctuate.
- An EnerGuide home evaluation must be completed by a registered Energy Advisor before starting renovations.
- The loan is attached to the property, so if the home is sold, the new owner assumes the remaining loan balance.
- The City offers resources to help homeowners choose contractors for their energy improvement projects.
