The Taking Action on Tower Renewal Program (TATR) provides a combination of loans and grants of up to $5 million per multi-residential building to support energy efficiency retrofits and greenhouse gas emission reductions. Eligible activities include upgrades such as high-efficiency windows, insulation, renewable energy installations, and mechanical system improvements in qualifying Toronto apartment buildings.
Financing terms and conditions
- Maximum funding is up to 25% of the property's Current Value Assessment (CVA) or $5 million per multi-residential building, whichever is less.
- Eligible retrofit projects may qualify for a grant of up to 10% of the total project cost.
- A 0.8% administrative fee is applied to the final funding amount.

Eligibility
- The property must be a residential rental apartment building built before 1990 with three or more storeys, located in the City of Toronto.
- The building must be located in a Neighbourhood Improvement Area or a Toronto community identified as low income.
- All registered property owners must consent to participate in the program.
- Property taxes, utility bills, and other payment obligations to the City for the past five years must be in good standing.
- The project must include eligible retrofits identified in an energy assessment (ASHRAE Level 2 or above) and aim to improve energy efficiency or reduce greenhouse gas emissions.

- Owners of residential rental apartment buildings
- Property management companies managing qualifying residential rental buildings
Who is not eligible
- Companies that do not own residential rental apartment buildings built before 1990 with three or more storeys in the City of Toronto.
- Property owners with outstanding property taxes, utility bills, or other payment obligations to the City over the past five years.
Eligible expenses
- Installation of high efficiency windows
- Roof replacement with enhanced insulation
- Insulated overcladding
- Purchase and installation of heat pumps
- Ventilation improvements conducted alongside window, roof, and overcladding retrofits
- Replacement of building envelope components, such as windows, balcony doors, caulking, exterior wall cladding, solar air heating systems, and insulated roofing
- Upgrades to mechanical systems, including boilers, booster pumps, building automation systems, make-up air units, garage exhaust fan and CO controls, heat/energy recovery ventilators, heat pumps, and cooling system upgrades
- Upgrading water fixtures, including low flow or ultra-low flow toilets
- Installation of renewable energy systems, such as solar panels or geothermal heating and cooling
- Upgrading lighting systems to LED and installing lighting controls
- Any measure that provides energy efficiency or water conservation benefits and is identified in the required energy assessment report

Selection criteria
- Achieving a minimum reduction of 15% in energy consumption and greenhouse gas emissions for modernization projects.
- Actual performance of improvements made after one year, including their energy and environmental efficiency.

Submit Expression of Interest Form
- Complete and submit the Expression of Interest Form to indicate your interest
- Receive an estimate of potential funding based on your eligibility

Submit Funding Request and Energy Assessment
- Complete the Funding Request Form provided by the City
- Attach a copy of an ASHRAE Level 2 or above energy assessment report

Sign Property Owner Agreement
- Review the proposed Property Owner Agreement received from the City
- Sign the Property Owner Agreement to formalize program participation

Complete Retrofit Improvements
- Undertake and complete approved retrofit improvements as detailed in the agreement
- Ensure all qualifying work is documented and aligns with assessment requirements

Submit Post-Retrofit Performance Report
- After one year, provide a report on the building’s improved energy efficiency to the City
- The City will verify performance criteria for possible loan forgiveness
Additional information
- If a property is sold, the payment obligation through the special charge is transferred to the new owner.
- Program participants are required to join the City’s pre-authorized payment plan for property taxes.
- Property owners must not seek rent increases above the legal guideline for improvements funded by the program.
- The grant may be applied as loan forgiveness if energy efficiency targets are met after one year.
