- Owners of residential rental apartment buildings
- Property management companies managing qualifying residential rental buildings
Who is not eligible
- Companies that do not own residential rental apartment buildings built before 1990 with three or more storeys in the City of Toronto.
- Property owners with outstanding property taxes, utility bills, or other payment obligations to the City over the past five years.
Eligible expenses
- Installation of high efficiency windows
- Roof replacement with enhanced insulation
- Insulated overcladding
- Purchase and installation of heat pumps
- Ventilation improvements conducted alongside window, roof, and overcladding retrofits
- Replacement of building envelope components, such as windows, balcony doors, caulking, exterior wall cladding, solar air heating systems, and insulated roofing
- Upgrades to mechanical systems, including boilers, booster pumps, building automation systems, make-up air units, garage exhaust fan and CO controls, heat/energy recovery ventilators, heat pumps, and cooling system upgrades
- Upgrading water fixtures, including low flow or ultra-low flow toilets
- Installation of renewable energy systems, such as solar panels or geothermal heating and cooling
- Upgrading lighting systems to LED and installing lighting controls
- Any measure that provides energy efficiency or water conservation benefits and is identified in the required energy assessment report

Additional information
- If a property is sold, the payment obligation through the special charge is transferred to the new owner.
- Program participants are required to join the City’s pre-authorized payment plan for property taxes.
