Overview
The Affordable Housing Innovation Fund provides flexible funding over six years (from 2022) to support innovative, scalable and replicable affordable housing solutions across Canada; the amount and type of financial support vary according to each approved proposal. Funding can cover activities such as developing and testing new building techniques or financing models, improving affordability and financial sustainability, enhancing energy efficiency and accessibility, and implementing robust knowledge transfer plans.
Activities funded
- Development and testing of innovative affordable housing models, including modular, prefabricated or other novel building approaches that can be scaled and replicated.
- Implementation of new financing structures or business models that improve the viability of affordable housing projects and reduce reliance on ongoing government subsidies.
- Pilot projects that apply new construction techniques, designs or technologies to lower capital, operating or energy costs for affordable housing.
- Portfolio or mixed-use housing initiatives that apply an innovative approach across multiple sites or partners to increase the supply of affordable units, including for people experiencing or at risk of homelessness.
- Projects that incorporate a structured approach to knowledge transfer, sharing lessons learned and best practices to support wider adoption of the innovation across the housing sector.
Eligibility
- The applicant must be a housing provider such as a municipality, province or territory, private-sector developer or builder, non-profit or community housing organization, Indigenous government or organization, or another entity interested in developing and testing innovative affordable housing approaches.
- The project must focus on affordable housing and demonstrate that units will remain affordable for at least 10 years, according to applicable municipal or provincial affordability criteria (or CMHC’s determination where none exist).
- The proposal must clearly incorporate an innovative solution for affordable housing (e.g., new building techniques, financing models, designs or technologies) that is scalable and/or replicable.
- The applicant must demonstrate the financial sustainability of the project, including availability of required financial resources and a path to reducing or eliminating reliance on government subsidies.
- The applicant must provide a Knowledge Transfer Plan explaining how project learnings, results and best practices will be captured and shared with the broader housing sector and decision-makers.

- Communities across Canada that have submitted Community Encampment Response Plans through the Unsheltered Homelessness and Encampment Initiative.
Selection criteria
- Level of innovation demonstrated by the housing solution (transformational, breakthrough or incremental).
- Strength of the project’s affordability model, including duration and depth of affordability.
- Financial sustainability of the initiative, including reduced reliance on ongoing government subsidies.
- Quality and robustness of the knowledge transfer plan (sharing lessons learned, supporting replication and scalability).
- Contribution to broader program priorities, such as meeting housing needs of priority populations, improving accessibility, promoting partnerships, enabling scalability/replicability, and reducing energy use and greenhouse gas emissions.

- Review the guide to understand program objectives, eligibility criteria and required documentation
- Consult the required documentation and information checklist (PDF) for detailed submission requirements

Prepare organization documentation
- Gather organization documents, including incorporation documents and ownership structures
- Prepare organizational structure details, identifying key individuals and their responsibilities
- Complete and sign the CMHC Integrity Declaration and collect IDs of owners and key individuals
- Assemble audited financial statements for the most recent three years
- Document relevant experience of the organization and staff related to the proposed innovation

Document innovation details
- Develop an overview and detailed description of the proposed innovation in building, financing, concept or technology
- Compile supporting evidence such as feasibility studies, case studies, empirical data and detailed timelines
- Obtain any technical or engineering reports specific to the innovation
- Explain how the innovation will impact the housing sector, including costs and risks

Define affordability parameters
- Identify and describe the applicable municipal or provincial affordability definition for the project
- Detail the breadth of affordability, including number and percentage of affordable units
- Specify the depth of affordability by comparing affordable rent or price to market levels
- Indicate how long affordability will be maintained, demonstrating a minimum 10-year period

Demonstrate financial sustainability
- Prepare a detailed project budget showing total costs, funding sources and cash flows
- Demonstrate that sufficient financial resources are available to sustain the project
- Explain how the innovation will reduce or eliminate reliance on government subsidies

Create knowledge transfer plan
- Develop a Knowledge Transfer Plan describing how lessons learned and insights will be captured and shared
- Define methods and tactics for dissemination, such as articles, consultations, webinars, case studies or site tours
- Explain how the plan will support adoption, scalability and replicability of the innovation across the housing sector
- Establish indicators and methods to measure the success of the knowledge transfer activities
- Set timelines and milestones for plan delivery during application, funding, implementation and post-completion

Formalize partnerships and supports
- List all existing and required partnerships to support the innovation, including financial and non-financial partners
- Obtain and compile letters of intent, in-kind commitments and other support documents
- Describe the form, conditions and timing of each partnership or support agreement

Prepare thematic supporting documents
- If applicable, prepare documentation on how the project will improve energy efficiency and reduce greenhouse gas emissions
- Obtain a modelling report from a qualified professional indicating targeted reductions in energy use and GHG emissions
- Detail accessibility measures, including accessible design models, floor plans and technical specifications
- Describe how the innovation will address the housing needs of priority groups, where relevant

Complete online application form

- Enter required organization, project and innovation information following the application guide
- Upload all required supporting documents listed in the documentation checklist
- Verify that timing, funding amount requested, partnerships, risks and sustainability sections are fully completed

Submit application to CMHC
- Review all entered information and uploaded documents for accuracy and completeness
- Confirm that the proposal addresses innovation, affordability, financial sustainability and knowledge transfer criteria
- Submit the application through the online portal within the program’s intake period
Additional information
- Applications are accepted and reviewed on a continual basis, with funding announcements made periodically until all funds are committed or until 6 years from 2022.
- Priority is currently given to projects that can rapidly deliver units using modular or prefabricated construction to address homelessness, including in communities with approved Community Encampment Response Plans.
- If a proposal meets the criteria, it will be evaluated by industry experts from within and outside CMHC, from sectors such as finance, academia, innovation, construction, engineering and government.
- CMHC requires the right to use information and ideas submitted in applications for research and evaluation purposes, and applicants may be asked for additional documentation or clarifications during assessment.
