Overview
The Expanded Energy Management (EEM) Program supports Ontario commercial, institutional and industrial facilities in improving energy performance and achieving long-term energy savings by funding energy management capacity and systems. It offers up to $250,000 for installing an Energy Management Information System (EMIS) for industrial sites, plus funding covering up to 50% of an energy manager’s salary to a maximum of $100,000 per facility per year and participation in Strategic Energy Management (SEM) coaching and cohorts.

Who is eligible?

- Organizations seeking funding for Solar PV installations.
- Organizations seeking study funding, including pinch analysis and process integration studies.
Eligible expenses
- Salary and benefits for the Energy Manager.
- Direct costs associated with hiring the Energy Manager, such as advertising and recruiting.
- Annual professional membership dues required to keep a professional status recognized by law.
- Fees for professional training.
- For EMIS measures, equipment purchased, third-party installation labour, and costs to prepare the Project M&V Plan.
Ineligible Costs and Activities
- Solar PV installations.
- Study funding, including pinch analysis and process integration studies.
- Behind-the-meter generation, including renewable energy generation, measures that go into service before the Cohort kick-off workshop, and fuel-switching and efficient electrification projects.
- Measures funded by another IESO Save on Energy Program or any other program funded by the Government of Ontario and or the ratepayers or taxpayers of Ontario.
How to apply
- Fill out and submit the contact form.
- A Save On Energy delivery agent will contact you to book an initial assessment call.
- Submit a completed, signed Application to the IESO.
- If you are listing more than five facilities, include an additional document with the facility information when submitting the Application.
Processing and Agreement
- Applications are reviewed as they are received.
- Only complete applications satisfying all eligibility criteria will receive funding, if available.
- Funding is provided on a rolling basis until exhausted.
- If accepted, the IESO will issue a written Notice of Approval.
- The Participant Agreement becomes binding when the IESO accepts and approves the Application, and the participant must be party to a valid, approved Participant Agreement to receive incentives and Energy Management Support Services.
Additional information
- Some organizations can group up to five installations in a single application to meet the minimum consumption threshold (except for the EMIS incentive, evaluated per installation).
- Industrial activities funded by NRCan must be completed by March 31, 2027.
- For the commercial and institutional components, activities fall under the eDSM 2025-2027 framework.
- Photovoltaic (PV) solar systems are not eligible for this program.
