Overview
The Expanded Energy Management (EEM) Program supports Ontario commercial, institutional and industrial facilities in improving energy performance and achieving long-term energy savings by funding energy management capacity and systems. It offers up to $250,000 for installing an Energy Management Information System (EMIS) for industrial sites, plus funding covering up to 50% of an energy manager’s salary to a maximum of $100,000 per facility per year and participation in Strategic Energy Management (SEM) coaching and cohorts.
Activities funded
- Hiring a dedicated full-time energy manager to support facility energy management and performance improvement.
- Participating in Strategic Energy Management (SEM) coaching/cohort programming to identify and implement long-term energy-saving opportunities.
- Installing an Energy Management Information System (EMIS) at an industrial facility.
- Taking part in free training related to EEM program offerings, EMIS, and sustaining operational energy savings.
Eligibility
- The facility must be located in Ontario and connected to the IESO-controlled electricity grid or a distribution system.
- The applicant must have at least 12 months of consecutive energy (or electricity) consumption data available.
- For commercial and institutional facilities, the facility must meet minimum electricity consumption thresholds over a 12-month period within the past 24 months (threshold varies by program path).
- For industrial facilities, the facility must meet minimum total energy consumption thresholds (all fuels) over a 12-month period within the past 24 months (threshold varies by program path).
- For the Energy Management Information Systems (EMIS) path, the project must involve installing an EMIS at an eligible industrial facility.

- Commercial facilities
- Institutional facilities (including large institutions such as universities, colleges, school boards, municipalities, and hospitals)
- Industrial facilities
- Agriculture, forestry, fishing and hunting organizations
- Manufacturing businesses
Who is not eligible
- Facilities located outside Ontario.
- Facilities that are not connected to the IESO-controlled grid or a distribution system.
- Industrial facilities whose NAICS code does not start with one of the following: 11, 21, 22, 23, 31–33, 48, or 56.
- Organizations seeking funding for Solar PV installations (not eligible under the EEM Program).
- Organizations seeking funding for studies (e.g., pinch analysis/process integration studies) (the EEM Program does not provide study funding).
Eligible expenses
- Salary costs to employ a dedicated full-time energy manager (up to 50% of salary, to a maximum of $100,000 per facility per year).
- Costs to install an Energy Management Information System (EMIS) for industrial facilities (up to 50% of eligible project costs; incentive up to $50,000 or $250,000 depending on annual baseline energy consumption).
- Professional training fees related to hiring an energy manager (considered part of hiring costs).

Check facility eligibility
- Confirm your facility is located in Ontario and connected to the IESO-controlled grid or a distribution system
- Verify you meet the required energy data history (minimum 12 consecutive months)

Choose the program stream
- Select the applicable stream(s): Energy Manager, Strategic Energy Management (SEM), and/or EMIS (industrial only)
- Confirm your facility meets the relevant consumption thresholds for the chosen stream(s)

Submit the contact form
- Complete and submit the program contact form to Save on Energy

Complete initial assessment call
- Book and attend the initial assessment call with a Save on Energy delivery agent
- Discuss your organization’s energy needs and available EEM program opportunities

Review program documents
- Review the key program documents relevant to your facility type and stream
- Use the program requirements and agreements to guide your application preparation

Prepare the application package
- Complete the appropriate application form (Industrial or Commercial & Institutional)
- If applying for EMIS, complete the required EMIS worksheet and review EMIS program requirements

Receive application support
- Work with the Save on Energy team for streamlined application support
- Provide any additional information requested during the review process

Await timelines and next steps
- Wait for the IESO Save on Energy team to share tentative timelines and next steps
- Refer to the program requirements and participant agreement for incentive timing details
Additional information
- Some organizations can group up to five installations in a single application to meet the minimum consumption threshold (except for the EMIS incentive, evaluated per installation).
- Industrial activities funded by NRCan must be completed by March 31, 2027.
- For the commercial and institutional components, activities fall under the eDSM 2025-2027 framework.
- Photovoltaic (PV) solar systems are not eligible for this program.
