Overview
The City of Ottawa’s High Volume User Program offers rebates up to $10,000 per property for the installation of eligible water-efficient toilets, urinals, spray valves, commercial dishwashers, and washing machines. This funding initiative is designed to support retrofits that reduce water consumption and utility costs in high-usage industrial, commercial, institutional, and multi-residential buildings.
Financing terms and conditions
- Rebates of $50 per single-flush or dual-flush high-efficiency toilet installed.
- Rebates of $60 for urinals using 3.8L or less, or $75 for waterless urinals.
- Rebate covering 50% of the pre-tax price of spray valves, up to a maximum of $200 per device.
- Rebate covering 25% of the pre-tax price of commercial dishwashers and washing machines, up to a maximum of $1,000 per appliance.
- The maximum total rebate amount is $10,000 per tax roll number.

- Retrofitting industrial, commercial, institutional or multi-residential facilities with water-efficient toilets.
- Upgrading to water-efficient urinals in eligible properties.
- Installing water-saving spray valves.
- Replacing old commercial dishwashers and washing machines with high-efficiency models.
Eligibility
- The business or facility must be located in the City of Ottawa.
- The building must have been constructed before 1996.
- The applicant must be an industrial, commercial, or institutional property consuming at least 25,000 m³ of water per year, or a multi-residential property with six or more units.

Who is not eligible
- Businesses or facilities built after 1996.
- Properties located outside the City of Ottawa.
- Industrial, commercial or institutional properties using less than 25,000 m³ of water per year.
- Residential properties containing fewer than six units.
Eligible expenses
- Purchase and installation of high-efficiency single-flush or dual-flush toilets.
- Purchase and installation of water-efficient urinals (3.8L or less, or waterless models).
- Purchase and installation of water-efficient spray valves.
- Purchase and installation of commercial-grade dishwashers and washing machines with water-efficient features.

How to apply

Check eligibility criteria
- Verify that the business or facility is built before 1996
- Ensure the property is located within the City of Ottawa
- Confirm eligibility as an industrial, commercial, or institutional property using at least 25,000 m3 of water per year or as a multi-residential property with six or more units

Prepare application documents
- Complete the Screening and Application Form (available as a PDF)
- Take photos of the existing fixtures and appliances to be replaced

Submit application materials
- Send the completed application form and photos to the WaterWise Coordinator at 951 Clyde Avenue, Ottawa, ON K1Z 5A6

Await application review
- The City of Ottawa reviews the application and submitted documents
- Approval status and further instructions are provided once the application is reviewed

Install approved fixtures
- Once approved, complete the installation of water-efficient fixtures
- Ensure all work is completed within 18 months of approval

- The total maximum rebate available is $10,000 per tax roll number.
- Work must be completed within 18 months of project approval.
- Applicants should take photographs of old fixtures and appliances before removal as part of the application process.
- The City will review toilet selection as part of the screening and approval process to ensure compliance with program criteria.
