Eligibility

Who is eligible?

  • Businesses and organizations offering tourism activities, attractions, or festivals and events
  • Tourism organizations at the local or regional level in Quebec that are little or not frequented by visitors from outside Quebec
  • Eligible legal forms include corporations, partnerships, cooperatives, social economy enterprises, non-profit organizations, municipalities, regional county municipalities, and other municipal organizations
  • Organizations whose targeted tourist site is located outside major tourist centres

Who is not eligible

  • Major tourist activities, attractions, festivals, and events that already attract tourists from outside Quebec
  • Retail, accommodation, food service, travel agency, and non-touristic charter or regular transportation businesses
  • Sole proprietorships and service companies such as aggregators, resellers, promoters, and distributors
  • Companies without the required operating permit or compulsory sector accreditation, and applicants that failed to meet obligations tied to previous financial assistance during the two preceding years
  • Indigenous tourism businesses

Eligible expenses

  • Capital expenditures, including equipment, material on wheels where exceptions apply, and buildings or leasehold improvements
  • Professional fees
  • Other implementation costs
  • Payroll expenditures and associated benefits for project work, up to a maximum of $30 per hour
  • Project management costs up to 5% of eligible costs, to a maximum of $3,330

Ineligible Costs and Activities

  • Marketing costs
  • Trail maintenance equipment and motor vehicles that may be registered for off-site use
  • Compensation for loss of income, capital repayment, and refinancing existing debt
  • Land acquisition, depreciation and goodwill, and the purchase of property above fair market value
  • Regular operating costs, salaries and benefits tied to regular operations, cost overruns, refundable taxes, and expenses not directly related to the project

Selection criteria

  • Project viability is evaluated based on alignment with the applicant’s strategic directions, a complete and realistic financing plan, clear implementation stages within program timelines, and realistic post-project operating costs and revenues.
  • Project relevance is evaluated based on its contribution to attraction capacity for visitors from outside Quebec, community support, the organization’s financial capacity, complementarity with local, regional, or provincial offerings, market demand, and the product’s uniqueness or innovation.
  • Particular attention is given to adherence to sustainable development principles.
  • A minimum overall score of 50% is required, or the project is automatically rejected.
  • For projects of comparable quality, geographic or sectoral dispersion, sustainable development practices, access to other funding sources, and anticipated impacts may guide final selection.

How to apply

  • Complete the project submission form provided by ÉAQ.
  • Submit your project proposal through the form no later than May 10, 2024, at 5:00 p.m.; only one application may be submitted per organization per call period.
  • After submitting the form, keep the automatic email confirming the date and time of successful transmission.
  • Send your supporting documents after the electronic submission is completed successfully, by email or WeTransfer to fsdot@eaq.quebec, as soon as possible.
  • Clearly indicate your company name on each document and in the subject line of your emails.

Processing and Agreement

  • Applications are first checked for compliance with organization and project eligibility criteria and supporting documents.
  • Once compliance is established, an advisory committee analyzes the files using a weighted evaluation grid, and the most promising projects are sent to the management committee for final approval.
  • Both selected and non-selected applicants are informed of their status by letter sent to the email address listed in the application form.
  • Selected organizations receive a financial assistance agreement and are deemed to have withdrawn if they do not return a signed copy within 90 days of receipt, unless ÉAQ grants a written extension.
  • Payments are made in three instalments: 25% after signing, 50% after verification of the mid-stage report, and 25% after review of the final report.
