Eligibility

Who is eligible?

  • Any individual or legal person who resides and carries out activities in Quebec, in the administrative region covered by the application.

Who is not eligible

  • Ministries, public bodies, state-owned enterprises, their subsidiaries, and any entity directly or indirectly controlled by a government.
  • Financial sector businesses, including financial cooperatives and financial planners.
  • Insurance brokerage and real estate brokerage businesses.
  • Individuals not in business.
  • Non-profit organizations whose actions do not resemble community action.

Eligible expenses

  • Costs directly linked to the realization of the project, including salaries, benefits, rent, travel, data acquisition, equipment, and reporting
  • Plans and studies related to a business plan, market analysis, feasibility, concept development, programming of activities, or sector tools and indicators
  • Construction, development, implementation, or installation costs for the project
  • Costs related to a planning and consultation process involving regional stakeholders
  • Administrative costs, up to 5% of eligible expenses

Ineligible Costs and Activities

  • Non-direct project expenses
  • Recurring expenses needed for the normal operation of the organization
  • Decontamination, construction, renovation, or conversion of housing units
  • Bursaries, prizes, or contests
  • Operating deficits, debt repayment, or replenishment of working capital

Selection criteria

  • Fit with the problem and objectives described in the call for projects for conjunctural situations.
  • Direct alignment with the implementation approach and target to be achieved for regional priorities.
  • Positive impacts, job creation, removal of development barriers, and durable collaboration between stakeholders.
  • Collective involvement and active engagement of local stakeholders, including municipalities, the population, and organizations.
  • Regional added value, identity-building, attractiveness, project delivery capacity, financing plan quality, and sustainability practices.

How to apply

  • Submit the application on the Portail gouvernemental des affaires municipales et régionales.
  • Apply in response to a regional call for projects launched by the Ministère.
  • Include the completed French application form and the required documents.

Processing and Agreement

  • If the project is selected, the applicant signs a subsidy agreement setting out the project conditions and payment terms.
  • The applicant must provide the information needed to assess whether the results have been achieved.
  • If the project is not selected, the applicant receives a refusal letter.

Additional information

  • For the Chaudière-Appalaches region, the call for projects runs until 27 August 2026.
  • The regional priority targeted is to foster inclusive, attractive and dynamic living environments.
  • Projects must support at least one of the regional targets related to interregional migration or municipal spending in culture.
  • For Approach B, the initiative must be part of a set of projects aiming at the same objective.
