Documents Needed

  • Copies of invoices and corresponding proofs of payment for eligible expenses.
  • For analysis projects, a detailed invoice for the consultant’s professional services and the expert report.
  • For charger acquisition and installation, detailed acquisition and installation invoices with proof of payment.
  • Photos of the installed chargers, visible certification labels or serial numbers, and any new electrical infrastructure.
  • If applicable, a long-term lease contract, a turnkey charging service contract, or a partnership agreement for shared chargers.

Eligibility

Who is eligible?

  • Individuals residing in Quebec who have acquired and registered an eligible electric vehicle may apply under the home or multi-unit residential streams.
  • Residents who own an eligible multi-unit residential building, businesses that own or manage an eligible multi-unit building, and syndicates of co-ownership may apply under the multi-unit building streams.
  • Businesses registered in the Registre des entreprises du Québec that operate and have an establishment in Quebec may apply.
  • Municipalities of Quebec, Indigenous communities, and public organizations in Quebec that are not excluded under section 3 may apply.
  • Private organizations and turnkey charging service providers may apply where the applicable stream allows them.

Who is not eligible

  • Quebec ministries and budgetary bodies listed in Annex 1 of the Act respecting financial administration, Quebec government enterprises listed in Annex 3, the Centre de gestion de l’équipement roulant (CGER), and persons designated by the National Assembly cannot apply.
  • Federal departments and agencies listed in Schedules I and I.1 of the Financial Administration Act cannot apply.
  • Applicants entered in the Registre des entreprises non admissibles aux contrats publics (RENA), including applicants whose subcontractors are entered in the RENA, cannot apply.
  • Applicants in bankruptcy or insolvency, or in litigation with the MELCCFP or any other ministry, cannot apply.
  • Applicants that defaulted on obligations related to previous Quebec government financial assistance or do not meet the integrity standards expected of a public-funds recipient cannot apply.

Eligible expenses

  • Purchase or eligible long-term lease of eligible charging stations, including transport costs.
  • Accessories directly related to charger use, such as cable management systems and pedestals.
  • Installation labour and materials, electrical connection work, commissioning, and electrical supply infrastructure.
  • Energy management systems, detailed plans and specifications, surface repair, protection bollards, and oversizing work for future chargers.
  • External consultant professional fees for eligible analysis, feasibility, energy, charging-needs, and solution-design work.

Ineligible Costs and Activities

  • Projects or expenses already submitted to Roulez vert or Transportez vert, or chargers eligible under another Gouvernement du Québec charging program, are not eligible.
  • Analysis of charging needs for vehicle types covered by other Quebec programs is not eligible, and business analysis projects are excluded when the applicant’s main activity is the sale, rental, design, repair, or manufacturing of charging stations, electric vehicles, or other electric equipment.
  • Spare parts, maintenance, temporary connection fees, taxes, administrative fees, and charger operating costs such as network management, communication, and extended warranties are not eligible.
  • Accessories not directly linked to charger installation or use, weather shelters, parking or sidewalk layout work other than restoring damaged sections, and aesthetic cladding for new buildings or electrical rooms are not eligible.
  • Costs for generators, batteries, solar panels, or other energy-conversion or energy-storage equipment are not eligible, and Level 2 charger expenses incurred during the Roulez vert suspension from 1 February to 31 March 2025 are not eligible.

How to apply

  • Prepare the supporting documents.
  • Fill out the application form in the online services.
  • Submit the charger listing request by completing the form on the program website and sending the requested documents.

Processing and Agreement

  • After submission, the program administrator reviews the application.
  • If corrections or additional information are required, the applicant is notified by email and must update the file through the online account.
  • Once approved, the applicant is informed by email, and payment is normally issued by cheque by mail within four to six weeks.
  • Applicants must keep all documents and supporting records related to the application for three years after payment.
  • Large-scale projects with estimated eligible expenses over 150 000 $ are handled under an agreement, and remaining payments or required reimbursements may be adjusted if actual costs differ from planned costs.

  • The Cadre normatif du programme Écorecharge has legal value and prevails over web pages and other published information.
  • The Gouvernement du Québec may require repayment of financial assistance if program conditions are not met.
  • The MELCCFP may verify installation work, charging stations, and eligible expenses from the date an application is received and during the three years following payment.
  • The MELCCFP may limit the number of accepted applications to respect the available budget.
