Who is eligible?

  • Businesses registered in the Registre des entreprises du Québec that operate and have an establishment in Quebec.
  • Municipalities of Quebec.
  • Indigenous communities.
  • Public organizations in Quebec that are not ineligible under section 3.
  • For analysis and installation projects in multi-unit buildings, a resident individual, a business, or a condo syndicate may apply if they meet the applicable stream conditions.

Who is not eligible

  • Ministries and budgetary bodies of the Gouvernement du Québec.
  • Government of Quebec enterprises listed in Schedule 3 of the Act respecting financial administration.
  • The Centre de gestion de l’équipement roulant (CGER).
  • Persons designated by the National Assembly.
  • Federal ministries and federal bodies as defined in Schedules I and I.1 of the Financial Administration Act.

Eligible expenses

  • Purchase and transport of charging stations and related accessories.
  • Installation, electrical connection, and commissioning.
  • Electrical infrastructure work, plans and specifications, surface repair, bollards, and energy management systems.

Ineligible Costs and Activities

  • Expenses incurred during the Roulez vert suspension period from 1 February to 31 March 2025 are not admissible for Level 2 chargers.
  • Analysis projects for businesses whose main activity is linked to the sale, rental, design, repair, or manufacturing of charging stations are not admissible.
  • Analysis projects about charging needs for electric vehicles or other electric equipment are not admissible under the business analysis stream.
  • For sub-volet 1A, expenses incurred during the Roulez vert suspension period from 1 February to 31 March 2025 are not admissible.

How to apply

  • Prepare the supporting documents.
  • Fill out the application form in the online services.
  • Submit the charger listing request by completing the form on the program website and sending the requested documents.

Processing and Agreement

  • After submission, the MELCCFP may request additional information or documents for the new charger listing process.
  • For large projects, financial assistance may be obtained during the project under an agreement signed between the applicant and the MELCCFP.
  • If actual project costs are lower than estimated under an agreement, the total aid is recalculated and residual payments or reimbursement may be adjusted.
  • For turnkey charging service, the applicant must show that the aid amount was deducted from equipment acquisition and installation costs and paid to the user.

Additional information

  • The program includes large-scale projects, with a different participation mode available when eligible expenses exceed $150,000.
  • For turnkey charging service arrangements, the service must be offered long term, for 60 months and more.
  • The program runs until 31 March 2028.
