Eco-recharge Program - Component 3: Businesses and Organizations

• For analysis projects, a detailed and itemized consultant invoice showing hours and hourly rates, proof of payment, and the expert analysis report.
• For charger acquisition, the detailed invoice and proof of payment for purchased eligible chargers; if applicable, a long-term lease contract or turnkey charging service contract, plus invoices and proof of payment for the first instalments already paid.
• For installation work, the detailed and itemized invoice and proof of payment for charger and electrical infrastructure installation; if applicable, invoices and proof of payment for design or planning consulting services and for an energy management device or software.
• Photos showing all installed chargers, the certification labels or stickers with the serial numbers, any new electrical infrastructure, and an overall view of the project.
• If applicable, a partnership agreement for shared chargers, an agreement showing the property owner’s consent when the installation is not at the applicant’s establishment, or for a projet d’envergure the Formulaire de demande de participation – Projet d’envergure and detailed itemized project quotes.

Who is eligible?

• Businesses registered in the Registre des entreprises du Québec that operate and have an establishment in Quebec, including businesses offering turnkey charging services.
• Quebec municipalities.
• Quebec Indigenous communities.
• Private organizations established in Quebec.
• Certain public bodies with an establishment in Quebec, other than Quebec government budgetary bodies listed in Schedule 1 of the Financial Administration Act.

Who is not eligible

• Quebec government ministries and budgetary organizations listed in Schedule 1 of the Financial Administration Act.
• Quebec government enterprises listed in Schedule 3 of the Financial Administration Act, the Centre de gestion de l’équipement roulant, and persons designated by the National Assembly.
• Federal departments and agencies defined in Schedules I and I.1 of the Financial Administration Act.
• Applicants entered in the Registre des entreprises non admissibles aux contrats publics (RENA), including subcontractors entered in the RENA.
• Applicants that are bankrupt or insolvent, in litigation with the MELCCFP or another ministry, in default of obligations tied to previous Quebec funding, or that do not meet the integrity expectations for recipients of public funds.

Eligible expenses

• Professional fees for external consultant analysis and support services, including fleet characterization and energy analysis, charging-needs analysis, charging-solution design, electrical infrastructure analysis, feasibility studies, equipment optimization, and energy cost evaluation.
• Purchase and transport costs of eligible Level 2 charging stations and eligible DC fast charging stations, plus accessories related to charger or connector use such as cable management systems and pedestals.
• Labour and material for installing chargers, their connection and electrical supply infrastructure, commissioning costs, and protection measures such as bollards.
• Acquisition of an energy management system for electric vehicle charging and professional fees for detailed plans and specifications needed for charging infrastructure installation.
• Labour and material for installing oversized electrical supply and distribution infrastructure for future charging needs, and repair of surfaces damaged during installation work.

Ineligible Costs and Activities

• Projects or expenses already submitted under Roulez vert or Transportez vert, and charging projects eligible under other Quebec government programs or measures targeting specific vehicle types.
• Analysis of charging needs for vehicles already covered by other Quebec programs or measures, or for businesses whose main activity is selling, renting, designing, repairing or manufacturing charging stations, electric vehicles or other electrical equipment.
• Internal staff salaries and expenses, translation of analysis documents or reports, and equipment measurement rental costs.
• Spare parts, maintenance costs, temporary connection fees, operating costs such as network management, communication fees and extended warranties, administrative costs, and taxes.
• Parking or sidewalk work other than restoring damaged sections, weather shelters, aesthetic cladding for a new building or electrical room, and generators, batteries, solar panels or other equipment used to convert energy into electricity or store energy.

• Prepare the required supporting documents.
• Create a user account and complete your organization profile in the Écorecharge online services.
• Sign in to the online services and choose the Roulez vert and Écorecharge programs.
• Open Mes demandes, click Créer une demande, and choose Borne de recharge.
• Complete the required information in the Adresse d’installation, Borne and Documents tabs, attach the electronic supporting documents, save the request, and submit the application.

• The program administrator reviews the application after submission.
• If corrections or additional information are required, the applicant is notified by email and must log in to make the requested corrections.
• Once the application is approved, the applicant is notified by email.
• The financial assistance is issued by cheque by mail within four to six weeks and is paid in one instalment, except for projets d’envergure covered by an agreement.
• The applicant must keep all documents and supporting evidence related to the application for three years after the grant is paid.

• The Cadre normatif du programme Écorecharge, in force since March 17, 2026, has legal value and prevails over the web pages and other published information.
• The MELCCFP may verify installation work, charging equipment and its use from the date of application and for three years after the financial assistance is paid.
• The MELCCFP may refuse all or part of expenses that do not correspond to the program objectives and may limit the number of accepted applications to respect the available budget envelope.
• The MELCCFP may make the recipient’s name, the amount granted and the nature of the project accessible to the public.
