The Financial Assistance Program for Businesses in Areas Affected by Major Construction Work provides up to $40,000 per fiscal year to qualifying retail, rental, or consumer service establishments within the Montréal Urban Agglomeration. Its purpose is to help businesses impacted by major public infrastructure projects maintain operations and safeguard the commercial vitality of Montreal.

Financing terms and conditions

  • Financial assistance of up to $40,000 per fiscal year, based on the reduction in the business’s gross profit.
  • An additional one-time lump-sum subsidy of $5,000 is available to qualifying businesses affected by major projects.

  • Supporting the continued operation of retail businesses, product rental services, or consumer service providers during periods of major public infrastructure construction near their establishments.
  • Maintaining commercial activity and business vitality in sectors directly impacted by prolonged municipal or STM construction projects that disrupt local traffic and access.

  • The business must provide retail sales, product rentals, or consumer services.
  • The business must have been operating before the major construction project began.
  • The establishment must be located in an area designated as affected by major construction work carried out by Montréal, a related city, or the Société de transport de Montréal (STM).
  • The business must demonstrate a decrease of more than 5% in gross profit attributable to the construction work.

  • Companies offering real estate services (except self-service mini-warehouse services).
  • Organizations listed on the Register of Enterprises Ineligible for Public Contracts (RENA).
  • Public organizations as defined by law.
  • Businesses that have ceased operations or gone bankrupt within 40 days of submitting their application.

Eligible geographic areas

  • Businesses located in the Montreal agglomeration, in an area designated as being affected by major works conducted by the City of Montreal, a related city, or the Société de transport de Montréal (STM).

  • Compliance with the formalities required when submitting the application, notably the completeness of the required documents.
  • Ability to demonstrate the reduction of gross profit according to the calculation criteria provided.
  • Rapid submission of missing documents within thirty working days after a notice of non-compliance, if applicable.
