Overview

The Feasibility study – Adaptation in Action grant provides funding of up to $70,000 to support Canadian municipalities and eligible partners in evaluating climate adaptation projects. This program funds studies that assess the feasibility, options, and community engagement needed to advance action-ready initiatives aimed at enhancing local climate resilience.

Financing terms and conditions

  • Grant covers up to 80% of eligible project costs, up to a maximum of $70,000.
  • Rural or remote communities and municipalities with populations below 10,000 may receive up to 90% of eligible costs.
  • Indigenous communities and municipalities partnered with Indigenous communities may receive up to 100% of eligible costs.
  • Total eligible project costs for the feasibility study must not exceed $1 million.

  • Conducting feasibility studies on climate change adaptation projects aimed at improving the resilience of municipal services in the face of climatic events.

Eligibility

  • The applicant must be a Canadian municipal government, municipally owned corporation (with required Quebec government authorization for Quebec applicants), regional, provincial or territorial organization delivering municipal services, Indigenous community, not-for-profit organization, non-governmental organization, or research institute.
  • If not a municipality, the applicant must have a partnership in place with a Canadian municipality.
  • The project must have the primary aim of improving community adaptation to the impacts of climate change.
  • The applicant must have completed a climate adaptation plan or a community-scale climate change risk assessment.
  • The project must be planned to be undertaken and completed within the next two years.

  • Canadian municipal governments (including towns, cities, regions, districts, and local boards)
  • Municipally owned corporations
  • Regional, provincial, or territorial organizations delivering municipal services
  • Non-governmental organizations
  • Not-for-profit organizations
  • Research institutes (such as universities)
  • Indigenous communities

Who is not eligible

  • For-profit organizations or private-sector entities.
  • Organizations that are not partnered with a Canadian municipality.
  • Municipally owned corporations in Quebec without government authorization.

Eligible expenses

  • Personnel salaries and benefits directly related to the feasibility study.
  • Consulting fees for external experts supporting project assessment.
  • Costs for technical, financial, legal, and operational analyses required by the feasibility study.
  • Travel and accommodation expenses necessary for project consultations or assessment activities.
  • Community engagement expenses, including consultation with equity-deserving and marginalized groups.
  • Materials, supplies, and resources essential for conducting the feasibility study.

  • Canadian municipalities outside Quebec
  • Municipal governments in Quebec (subject to confirmation of agreement with Quebec’s Ministère des Affaires municipales et de l’Habitation)
  • Rural or remote communities in Canada
  • Indigenous communities in Canada

How to apply

  • Complete the online Readiness check to determine initial eligibility
  • Review your project's alignment with funding objectives
  • Contact a GMF representative for additional guidance if needed

Review the application guide

  • Download and review the application guide carefully
  • Take note of the list of required prerequisites and supporting documents
  • Ensure your project complies with the funding requirements

Submit pre-application form

  • Register for an account on the FCM funding portal
  • Log in to access and complete the pre-application form
  • Submit the pre-application form (supporting documents not required at this stage)

Receive eligibility confirmation

  • Wait for eligibility confirmation from a GMF representative
  • You will receive feedback within five business days after submitting the pre-application
  • Proceed only if eligibility is confirmed

Complete full application

  • Access the full application form and project workbook through the FCM portal
  • Prepare and gather all required supporting documents as listed in the application guide
  • Fill out the application and project workbook diligently

Submit full application

  • Submit the completed application, project workbook, and all required documents via the funding portal
  • Contact your GMF project officer for any final questions or clarifications

Application review and decision

  • A GMF project officer will review your file for completeness and accuracy
  • Feasibility study applications undergo internal review by GMF staff
  • Await recommendations from GMF Council and FCM Board of Directors

Additional information

  • Applicants are encouraged to contact GMF early in the application period to receive their pre-application form and validate proposal eligibility.
  • A GMF project officer will be assigned to each application upon full submission to assist throughout the process.
  • Feasibility study applications are assessed internally by GMF staff, while implementation projects undergo an external peer review.
  • Supporting tools, guides, and webinars are available to help municipalities enhance their climate adaptation and resilience strategies.
