Eligibility

Who is eligible?

  • Regional county municipalities (MRCs)
  • Municipalities and agglomerations with certain MRC powers
  • Baie-James Regional Administration
  • Kativik Regional Administration

Who is not eligible

  • Direct grants to private companies and non-profit organizations are not eligible.
  • Projects aiming primarily at supporting private businesses or individuals are not eligible.
  • Companies listed in the Register of Enterprises Ineligible for Public Contracts (RENA) cannot participate.
  • Projects involving the acquisition of rolling stock (except bikes for shared-use services) are not eligible.
  • Companies whose activities are related to fossil fuel supply and those involved in the construction or acquisition of buildings are excluded.

Eligible expenses

  • Project planning and programming development costs.
  • Project implementation costs, including studies, acquisitions, works, materials, equipment rentals, and professional or technical services.
  • Communication, software, data acquisition, and government authorization costs linked to the project.
  • External audit fees and certain related costs such as land or easement acquisition.

Ineligible Costs and Activities

  • Direct subsidies to private companies or individuals.
  • Costs for building rental, construction, or acquisition.
  • Operating, maintenance, and recurring costs, except limited green infrastructure maintenance.
  • Projects involving rolling stock, except bikes for shared-use services.
  • Work carried out by a company listed in the RENA register.

Processing and Agreement

  • The ministry reviews submitted programming after the call closes.
  • Non-compliant or ineligible projects are removed from the programming.
  • The ministry may limit the number of projects selected within the available budget.
  • Approved projects are confirmed through a letter of promise, and a funding agreement must be signed before payment.
  • Projects must be tracked using predetermined indicators and reported on annually and at project end.

Additional information

  • The program will end on March 31, 2029.
  • Approved projects are subject to follow-up based on predetermined indicators.
  • A final account of project completion and expenses must be submitted within six months after all projects are finished.
  • Applicants are required to use the most recent version of the guide available at the time of submission.
