- List of programming projects approved by the council, according to the model provided in Annex D, in PDF, DOCX, or XLSX format.
- Certified copy of the council resolution authorizing the application for financial assistance for the project programming, in PDF format, in accordance with Annex E.
- The project submission forms associated with the programming, one form for each project.
- When applicable, the documents required for certain project types under tables 2 and 3 of section 6.

- Municipalities and agglomerations with certain MRC powers
- Baie-James Regional Administration
- Kativik Regional Administration
Eligible expenses
- Project planning costs and programming development costs incurred after climate plan approval.
- Implementation costs directly linked to eligible projects, including acquisitions, preliminary studies, works, personnel, materials, equipment rental, and professional or technical services.
- Related costs such as decarbonation works, soil decontamination for green infrastructure, fixed complementary developments, land or easement acquisition, and government authorizations.
- Data acquisition, project communications, software or IT development, and external audit fees.
- Transport, meals, and lodging within Quebec when necessary to the projects.
Ineligible Costs and Activities
- Direct subsidies to private individuals, companies, and non-profit organizations.
- Building rental, construction, or acquisition; rolling stock, except bicycles for shared-use projects; and acquisition or installation of charging stations on private or institutional land.
- Operating, maintenance, and recurring costs, except green infrastructure maintenance for up to two years after project completion; as well as expenses incurred outside Quebec and alcohol purchases.
- Administrative and routine operating costs, compensation or mitigation costs, fossil or renewable energy supply costs, environmental certification costs, salary rate increases and severance pay, financing interest and issuance costs, legal fees tied to a dispute, lobbyism activities, and work performed by a company listed in the RENA register.
- Any portion of taxes for which the beneficiary is entitled to a tax credit, input tax refund, refund, exemption, or exemption from GST or QST.
How to apply
- Consult the current program guide before preparing the request.
- Prepare the programming of eligible projects, referring especially to Annex C for the information required for each project.
- Submit the programming during a call for programming through the Portail gouvernemental des affaires municipales et régionales, using the option Accélérer la transition climatique locale (ATCL – Volet 2).
Processing and Agreement
- After the call closes, the Ministry sends the applicant the list of submitted projects.
- The conformity of the submitted programming is assessed through a checklist, and non-admissible or non-conforming projects are removed.
- The Ministry may limit the number of projects in a programming to respect the available budget.
- A conforming programming is considered admissible, the approved programming is transmitted to the applicant, and the Minister then issues a promise letter.
- To receive the promised aid, the beneficiary must conclude a funding agreement with the Minister, and the final balance is paid after approval of the final report.
