The Festivals, Events and Exhibitions program has been revised with new eligibility rules and a new program definition for tourism-focused festivals, events, and exhibitions. Eligible organizations are now defined as legally constituted Québec-based for-profit or non-profit enterprises, municipal and paramunicipal corporations through tourist attractions, cooperatives, and promoter consortiums, with the head office required to be in Canada. The application calendar now shows events taking place from January 1 through June 30, 2027 and a next application deadline of September 10, 2026 at 4:59 PM. It also adds a later 2027 call notice for events starting between January 1 and June 30, 2028, and updates the required portal and supporting documents, including a new registration form link, a new promoter’s guide, and revised reporting materials for agreements signed in 2025 and from 2026 onward.

Eligibility

Who is eligible?

  • Educational and vocational training institutions
  • Government ministries and public or parapublic organizations
  • Organizations in default on previous Tourisme Montréal aid obligations
  • Companies listed in the Register of Enterprises Ineligible for Public Contracts (RENA)

Eligible expenses

  • Event operations, logistics and site management, including labour
  • Programming fees and product resale costs
  • Marketing, tourism promotion and commercialisation costs outside Montréal
  • Development of sustainable development actions
  • Tourism studies, consulting fees and eligible administrative costs

Ineligible Costs and Activities

  • Operating costs unrelated to the event
  • Private, VIP or corporate catering and restaurant bills
  • Foreign trade missions, markets and fairs
  • Marketing and promotion aimed at Montréal
  • Debt service, operating losses, capital losses and asset buybacks

How to apply

  • If your organization is not already in the submission portal, complete the Registration Form for a New Organization.
  • Complete the application form for streams 1, 2, 3, and 4 on the new online submission portal during the applicable filing period.
  • Attach all required documents, including the detailed projected budget and authorizing resolution, and submit the complete file through the portal.

Processing and Agreement

  • Applications are reviewed by analysts and then sent to internal, external and board committees.
  • Tourisme Montréal may request additional information from the promoter.
  • Applicants receive an approval notice or a refusal letter.
  • Selected projects must sign a funding agreement before payment.
  • Payment is made after accountability reporting, according to the agreement terms.

Additional information

  • The program is divided into four distinct streams.
  • For streams 1, 2, and 4, Tourisme Montréal may offer triennial agreements at its discretion for 2026 applications.
  • First-edition event applicants are not eligible for a triennial agreement.
  • A separate Tourisme Montréal program exists for national and international sporting events.
