Overview
The Three Phase Network Access Program provides a maximum non‑repayable contribution of up to $250,000 per project to support agricultural and agri-food businesses without three-phase electrical service. Funding helps cover eligible costs to extend or connect to the three-phase distribution network (engineering, electrical equipment, excavation, connection fees and related infrastructure) in order to electrify equipment, modernize operations and reduce fossil fuel use and GHG emissions.
Activities funded
- Projects that provide new three-phase electrical service to agricultural or agri-food businesses that currently do not have a three-phase power supply.
- Projects extending the public three-phase distribution network along a public right-of-way to reach eligible agricultural or agri-food sites.
- Projects connecting an eligible agricultural or agri-food building to the three-phase network when this building was not previously supplied with three-phase electricity.
- Projects that replace fossil-fuel-based energy use (e.g., propane, diesel, gasoline) in agricultural or agri-food operations by enabling equipment electrification through access to three-phase power.
- Projects that combine network extension in a public right-of-way with additional three-phase network segments on private land or across two contiguous lots to supply one or more eligible agricultural or agri-food buildings.

Eligibility
- The applicant must be a business operating in the agricultural or agri-food sector (e.g. farming, maple production, greenhouse operations, food processing).
- The applicant must be registered with the Registraire des entreprises du Québec (REQ) and provide its Quebec business number (NEQ).
- The project must provide a new three-phase electrical supply to a building that was not previously supplied (not an increase or upgrade of an existing three-phase service).
- The applicant must request three-phase network access from the local electricity distributor (e.g. Hydro-Québec) and obtain a cost estimate and project category (extension or connection) before signing any agreement.
- The applicant must submit the financial assistance application to the Ministry no later than 30 calendar days after the first commitment related to the project (such as signing an agreement with the distributor or incurring eligible expenses).

- Companies whose main activity is not in the agricultural sector.
- Companies whose main activity is not in the agri-food (food processing) sector.
- Businesses such as restaurants.
- Companies in machinery or equipment sales or services.
- Municipalities and other public bodies that are not agricultural or agri-food enterprises.
Eligible expenses
- Purchase and installation of electrical equipment needed to extend and connect to the three-phase electricity network (upstream of the user’s distribution panel), including items such as the service entrance cabinet, distribution box(es), main disconnect switch, metering/transformer cabinet and breakers in the main distribution panel.
- Supply and installation of support poles for overhead electrical lines required for the three-phase connection.
- Excavation and related civil works necessary for burying electrical cables for the three-phase network.
- Engineering and professional costs related to electrical design and project implementation (e.g. master electrician, engineering services, external professional fees such as architecture or surveying when required for the electrical project).
- Internal labour costs (salaries) directly linked to planning and carrying out the three-phase connection project, when properly declared.
- Construction or adaptation of a small building or shelter used specifically to house the electrical installations (e.g. service entrance and related three-phase equipment).
- The amount payable by the participant to the electricity distributor that is required for carrying out the three-phase extension or connection project.

- Businesses registered in the province of Quebec (Canada), as listed in the Registraire des entreprises du Québec (REQ).
Selection criteria
- Compliance with administrative deadlines, particularly the submission of the complete application within 30 calendar days following the first commitment related to the project.
- Conformity of the application with the normative framework and the objectives of the Program (modernization, electrification, and reduction of fossil fuel consumption and GHG emissions).
- Reasonableness and clear justification of the costs and expenses presented, directly related to the implementation of the three-phase electrical network.
- Quality, completeness, and accuracy of the documentation provided (up-to-date form, cost estimate from the distributor, bids, project report, etc.).
- The Ministry's ability to delineate or reject certain costs or projects deemed non-compliant with the objectives or rules of the Program.
How to apply

Contact electricity distributor
- Contact the electricity distributor for your municipality or Hydro-Québec Distribution by email, indicating your company name, address and your request for three-phase network access
- Optionally involve a master electrician to support your request to the distributor
- Obtain from the distributor a cost estimate and a file opening number, and identify whether the project is classified as network extension or network connection
- Do not sign any agreement with the electricity distributor at this stage

Obtain project quotations
- Request detailed quotes from the master electrician and other contractors involved in the project
- Ensure the electrician’s quote covers only the electrical work before the distribution box (service entrance, panel, etc.)
- Separate costs that are not eligible under the program to avoid delays in analysis
- Add a contingency amount if appropriate, in proportion to planned expenses

Submit complete application
- Download the latest Excel application form and guide from the official program website
- Fill in all sections of the form (applicant, authorized signatory, administrative representative, electrician, site, energy consumption, project description, financial data)
- Prepare and attach mandatory documents, including the distributor’s cost estimate email and relevant quotes
- Submit the complete application by email to triphase@environnement.gouv.qc.ca within 30 calendar days of your first financial or contractual commitment

Application analysis phase
- Wait for assignment of a program officer, who may request clarifications or additional documents
- Allow the ministry to assess eligibility, admissible expenses and alignment with program objectives
- Receive confirmation if the project is refused or deemed ineligible, with information provided by the ministry

Sign funding agreement
- Receive by email a letter announcing the maximum financial assistance granted if the project is approved
- Review the financial assistance agreement sent by the ministry and ensure it matches the announced conditions
- Have the authorized signatory sign the agreement and return a signed copy to the ministry
- Keep the fully signed agreement, which becomes the main reference for conditions and payments

Initiate works and first payment
- Through your master electrician, submit an official request to the electricity distributor and obtain the required permit
- Sign the major works evaluation or realization agreement with the distributor to confirm project start
- Send the signed agreement with the distributor to the ministry as proof that the project is underway
- Receive the first payment, up to 75% of the granted assistance, after conformity verification by the program officer

Submit final report and claim
- Complete all electrical extension or connection works within the timelines associated with the funding agreement
- Gather all final documents: project report, contract and invoice from the distributor, invoices for all project expenses, photos and energization confirmation email
- Submit the project report and supporting documents to the ministry, including fuel consumption data before and after the project if possible
- Allow the ministry to recalculate eligible costs and receive the final payment or, if applicable, information on any reimbursement required
Additional information
- The program documentation (guide, forms, templates) can be updated; applicants must always use the most recent versions available on the official website.
- The "date of anteriority" can be set at most 30 calendar days before submission of a complete application and does not guarantee that a subsidy will be granted.
- If the final eligible project costs are lower than initially estimated, the financial assistance will be recalculated and a reimbursement of overpaid amounts may be required.
- Projects where an existing three-phase installation is simply increasing capacity (e.g., new entry in parallel) are systematically refused, as the project must concern a building that was not previously supplied.
