Overview
The Territorial and Sectoral Development Program — Stream 1.2 provides up to $100,000 in annual non-repayable funding to support coordination and partnership activities that strengthen priority projects and collaboration among stakeholders within Quebec's agri-food sectors or regions. Eligible activities include hiring agents for networking, implementing strategic action plans, and fostering collective development initiatives in targeted territories or sectors.
Financing terms and conditions
- Non-repayable financial assistance covering up to 80% of eligible project expenses.
- Annual maximum of $100,000 per project, with a program total of $300,000 per agri-food sector or administrative region.
- Minimum funding amount is $5,000 per project.
- Additional 10% funding available for projects facing insularity and geographic isolation in the Îles-de-la-Madeleine, up to 90% of eligible expenses.
- Applicants and partners must provide at least 20% of eligible project costs (at least 10% in cash for annual aid exceeding $50,000; reduced to 10% total contribution and 5% cash for Îles-de-la-Madeleine projects).

Eligibility
- The applicant must have an active establishment located in Quebec.
- The applicant must be either a sectoral or territorial coordination structure, or an organization mandated by such a structure, and must be registered in the Quebec Enterprise Register.
- For sectoral projects, eligible applicants include associations or groups of agri-food enterprises, research institutions, or technology transfer establishments.
- For territorial projects, eligible applicants are territorial coordination structures responsible for coordinating stakeholders in the regional agri-food sector.
- The project must relate to the coordination of concerted actions benefiting a Quebec territory or the agri-food sector.

- Sectoral coordination structures or organizations mandated by them in the agri-food sector, registered in the Quebec Enterprise Register
- Associations or groups of agri-food enterprises
- Research establishments
- Technology transfer establishments
- Territorial coordination structures (such as biofood coordination tables), registered in the Quebec Enterprise Register and responsible for coordinating stakeholders for regional biofood sector development
Who is not eligible
- Government ministries, budgetary organizations, and state-owned enterprises.
- Municipal entities.
- Financial cooperatives and banking institutions.
- Applicants or subcontractors listed on the Register of Enterprises Ineligible for Public Contracts (RENA).
- Companies that have defaulted on previous financial aid obligations with the Ministry in the past two years or are under bankruptcy protection or insolvency proceedings.
Eligible expenses
- Fees for technical and professional services from coordination agents as contractors or external experts.
- Salaries for personnel directly related to the project’s coordination, execution, and follow-up activities.
- Social charges for project personnel, calculated as a lump sum of 26% of salary, with possibility of higher amounts if justified.
- Communication expenses related to the project.
- Costs for rental of rooms and equipment for project activities.
- Data acquisition expenses necessary for the project.
- Travel and accommodation costs for the applicant and project partners, in accordance with government guidelines.
- Administrative expenses, up to a maximum of 15% of the granted financial assistance.

- Step 7: Project EvaluationThe application is assessed based on selection criteria such as project relevance, capacity, impact, feasibility, representativeness, and relevance of deliverables.
- Step 8: Decision NotificationReceive a funding decision by letter from the Ministry.
- If approved, sign a financial assistance agreement specifying the terms and conditions.
- If refused, receive a written notification of the decision.
- Step 9: Request for Review (if needed)If the application is refused, you may request a review of the decision within 20 working days of notification.

- A minimum of two calls for projects will be issued during the program duration, which may target specific sectors or territories.
- All application documents must be submitted in French, except as allowed by exceptions stated in the Charte de la langue française.
