Overview
The Territorial and Sectoral Development Program — Stream 1.1 provides non-repayable funding of up to $50,000 per project to support the development or revision of strategic sectoral and territorial planning initiatives in Quebec. The program aims to establish priorities for agro-food sector development through coordinated planning activities and stakeholder engagement.
Financing terms and conditions
- Non-repayable financial assistance covering up to 80% of eligible project expenses.
- Maximum financial assistance of $50,000 per project.
- Minimum financial assistance granted is $5,000 per project.
- For projects in the Îles-de-la-Madeleine, an additional 10% of eligible expenses may be covered.
- Applicants and their partners must contribute a minimum of 20% of eligible annual expenses, with at least half of that contribution in cash (minimum 10% in cash), or 10% (minimum 5% in cash) for projects in the Îles-de-la-Madeleine.

Eligibility
- The applicant must have an operational establishment located in Quebec.
- The applicant must be a sectoral coordination structure, a mandated organization registered in the Quebec Enterprise Register (for agro-food sectors), a research establishment, or a technology transfer establishment.
- If applying for territorial projects, the applicant must be a territorial coordination structure, a municipal entity, or an Indigenous community or nation recognized by the National Assembly of Quebec, responsible for regional planning.
- The project must involve the development or revision of a territorial or sectoral planning process as defined by the program.
Who is eligible?
- Sectoral coordination structures or organizations mandated by them, registered in the Quebec Enterprise Register (such as associations or groups of companies in the agri-food sector, research institutions, technology transfer organizations)
- Territorial coordination structures (e.g., biofood coordination tables) registered in the Quebec Enterprise Register
- Municipal entities including regional county municipalities (MRCs) for plans of agricultural zone development
- Municipalities and Indigenous communities or nations recognized by the National Assembly of Quebec for community food development plans
Who is not eligible
- Government ministries, budgetary organizations, non-budgetary organizations, and state-owned enterprises, including those directly or indirectly controlled by provincial or federal governments or state corporations.
- Financial cooperatives and banking institutions.
- Applicants or subcontractors listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Companies or organizations that have failed to meet obligations related to previous financial aid from the ministry within the last two years after formal notice.
- Companies under protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Professional and contractual fees directly related to the project.
- Portion of staff salaries and corresponding employer contributions for time dedicated to the project (up to 26% of salary, unless higher amounts are justified).
- Communication expenses directly related to the project.
- Rental costs for meeting rooms and equipment for project activities.
- Data acquisition costs necessary for the project.
- Travel and accommodation expenses for the applicant and partners, according to government rates.
- Administration fees, up to a maximum of 15% of the financial assistance granted.

- For requests for revision of territorial plans: quality of the implementation report for the previous territorial planning.
How to apply
- Step 1: Monitor Calls for ProjectsCheck the website of the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation for open calls for projects under Stream 1.1.
- Identify if your project and applicant category are targeted by the current call.
- Step 2: Gather Required DocumentsDownload the application form and all required templates from the program's webpage.
- Prepare financial statements for the past two years (not required for municipal entities).
- Provide a detailed service offer for professional and contractual services valued at $2,500 or more (before taxes).
- Obtain a mandate letter from a territorial or sectoral consultation structure, if applicable (agri-food sector only).
- Provide a power of attorney or board resolution authorizing the signatory to submit the application, if required.
- For projects revising a territorial plan older than five years, prepare an implementation report of the previous plan and, if applicable, letters of support from partners.
- All documents must be completed in French.
- Step 3: Optional Pre-Submission SupportContact the assigned sectoral lead (for agri-food sector projects) or the responsible regional office (for territorial projects) to receive guidance before submitting the application.
- Step 4: Submit the ApplicationCombine all required documents into a single email.

- Step 6: Confirmation of AdmissibilityUpon verifying eligibility and completeness, the Ministry will send a confirmation of admissibility or a rejection letter for incomplete or ineligible applications.
- Step 7: Project EvaluationThe Ministry reviews eligible applications according to established selection criteria and notifies you of the decision.
- Step 8: Funding AgreementIf approved, you will receive a financial assistance agreement to review and sign, detailing project delivery and funding terms.
- If not approved, you will receive a refusal letter.
- Step 9: Appeal ProcessIf your application is refused, you may request a review of the decision within 20 business days of notification.
