• Completed and signed financial assistance application form
• Project cost and financing structure
• Financial statements for the last two years, except for municipal entities
• Detailed service offer for professional or contractual services of $2,500 or more before tax
• Supporting authorization or planning documents, if applicable

Who is eligible?

• Sectoral consultation bodies and organizations mandated by them in the agri-food sector
• Agri-food business associations or groupings
• Research institutions
• Technology transfer institutions
• Territorial consultation bodies, municipal entities, and recognized Indigenous communities or nations

Who is not eligible

• Government ministries, government agencies, Crown corporations, and entities controlled by a provincial or federal government
• Financial cooperatives and banking institutions
• Applicants or subcontractors listed on the Register of enterprises ineligible for public contracts (RENA)
• Applicants that failed to meet obligations under previous financial assistance from the Minister in the past two years
• Applicants under creditor protection, bankruptcy, or insolvency proceedings

Eligible expenses

• Professional and contractual fees
• Project-related salaries and employee benefits
• Communication costs, data acquisition, and room or equipment rental
• Travel and accommodation costs for the applicant and partners
• Administrative costs up to 15% of the financial assistance

Ineligible Costs and Activities

• Planning related to recreational cannabis or cannabis products not approved by Health Canada
• Expenses not directly related to the project
• Costs incurred before the complete application was submitted
• Alcohol, gifts, and food for meetings, except amounts allowed under travel rules
• Debt servicing, capital repayments, cost overruns, and GST/QST

Eligible geographic areas

• Quebec
• Îles-de-la-Madeleine agglomeration for the enhanced funding rate, when applicable

• Quality of the project delivery approach
• Fit between the planned tasks and the expertise of the project team
• Level of stakeholder mobilization
• Technical and financial feasibility of the project
• Relevance of planned deliverables and dissemination activities, or quality of the implementation review for territorial plan revisions

• Step 1: Review call requirements
  • Check the active call for projects published by the Ministry.
  • Confirm whether the call targets your applicant category or planning type.
• Step 2: Prepare the application
  • Complete the application form and cost and financing structure.
  • Gather all required supporting documents, including any applicable authorization or support letters.
  • Prepare all documents in French.
• Step 3: Submit by email
  • Send the complete application and all required documents in a single email.
  • Use the email address corresponding to a sectoral or territorial project scope.
• Step 4: Respond to follow-up
  • Watch for the acknowledgement of receipt.
  • Provide any additional information requested by the Ministry.

• The Ministry sends an acknowledgement of receipt after the application is submitted and may request missing information by email.
• Complete eligible applications receive a confirmation of admissibility, while incomplete applications are rejected and non-eligible applications are closed.
• Eligible applications are assessed against the program’s selection criteria.
• The applicant receives a letter confirming whether the project is approved or refused.
• If approved, the applicant must sign a funding agreement before the financial assistance is paid.

• At least two calls for projects will be launched during the program period.
• Calls for projects may target a specific applicant category or a type of territorial planning.
• Application documents must be completed in French.
• Applicants may request pre-application support from the Ministry, but this does not guarantee admissibility or approval.
