Who is eligible?
- Sectoral consultation bodies and organizations mandated by them in the agri-food sector
- Agri-food business associations or groupings
- Research institutions
- Technology transfer institutions
- Territorial consultation bodies, municipal entities, and recognized Indigenous communities or nations
Who is not eligible
- Government ministries, government agencies, Crown corporations, and entities controlled by a provincial or federal government
- Financial cooperatives and banking institutions
- Applicants or subcontractors listed on the Register of enterprises ineligible for public contracts (RENA)
- Applicants that failed to meet obligations under previous financial assistance from the Minister in the past two years
- Applicants under creditor protection, bankruptcy, or insolvency proceedings
Eligible expenses
- Professional and contractual fees
- Project-related salaries and employee benefits
- Communication costs, data acquisition, and room or equipment rental
- Travel and accommodation costs for the applicant and partners
- Administrative costs up to 15% of the financial assistance
Ineligible Costs and Activities
- Planning related to recreational cannabis or cannabis products not approved by Health Canada
- Expenses not directly related to the project
- Costs incurred before the complete application was submitted
- Alcohol, gifts, and food for meetings, except amounts allowed under travel rules
- Debt servicing, capital repayments, cost overruns, and GST/QST

Processing and Agreement
- The Ministry sends an acknowledgement of receipt after the application is submitted and may request missing information by email.
- Complete eligible applications receive a confirmation of admissibility, while incomplete applications are rejected and non-eligible applications are closed.
- Eligible applications are assessed against the program’s selection criteria.
- The applicant receives a letter confirming whether the project is approved or refused.
- If approved, the applicant must sign a funding agreement before the financial assistance is paid.

- At least two calls for projects will be launched during the program period.
- Calls for projects may target a specific applicant category or a type of territorial planning.
- Application documents must be completed in French.
- Applicants may request pre-application support from the Ministry, but this does not guarantee admissibility or approval.
