Overview

The Supporting Youth Employment Centers grant offers up to $1,000,000 to support the operations and specific activities of recognized youth employment centers (CJE) and their networks in Quebec. Funding aims to assist young people aged 16 to 35 with social and economic integration through initiatives such as sustainable workforce entry, educational achievement, empowerment, access to health and social services, and eco-citizenship projects.

Financing terms and conditions

  • The total financial assistance (both for mission support and specific activities) may be up to a maximum of $1,000,000 per financial year, and cannot exceed 100% of eligible expenses.
  • For mission support, funding agreements last up to three years, with two payments per year, each representing 50% of the annual funding.
  • For specific activities, if funding is $25,000 or more, payments are split as 50% upon signing, 40% during project implementation, and 10% after submission of the final report; if below $25,000, payments are 90% upon signing and 10% after the final report.

  • Support for young people aged 16 to 35 in their social, civic, and economic integration.
  • Implementation of specific activities aligned with government priorities related to sustainable socio-professional integration, educational success for all, autonomy and access to health and social services, and ecocitizenship.
  • Development and execution of local action plans addressing the needs of youth within the community.
  • Participation and collaboration in local initiatives dealing with youth-related issues.
  • Structuring projects that reinforce the sector of youth employment centers across Quebec.

Eligibility

  • The applicant must be a Carrefour jeunesse-emploi (CJE) or a recognized grouping of CJEs by the Ministry.
  • The organization must operate within the field of community action and meet the criteria defined in the Cadre de référence en matière d’action communautaire.
  • The primary mission must focus on supporting and accompanying youth aged mainly 16 to 35 in their social, civic, and economic integration, including carrying out a local action plan covering priority intervention areas (social-professional integration, educational success, autonomy and access to health and social services, eco-citizenship).
  • The project activities must be carried out in Quebec and cannot duplicate territorial coverage already provided by an existing CJE.

Who is eligible?

  • Youth employment centers (Carrefours jeunesse-emploi - CJE) recognized by the Ministry
  • Networks of youth employment centers in Quebec (Réseau des carrefours jeunesse-emploi du Québec - RCJEQ)
  • Collectives of autonomous youth employment centers in Quebec (Collectif autonome des Carrefour jeunesse-emploi du Québec - CACJEQ)

Who is not eligible

  • Organizations with less than twelve months of activity.
  • Organizations whose activities are primarily political, partisan, religious, union-related, or professional in nature.
  • Foundations mainly engaged in fundraising and redistribution of funds.
  • Organizations registered in the Register of Enterprises Ineligible for Public Contracts (RENA).
  • Organizations that have failed to meet obligations from previous government funding within the past two years.

Eligible expenses

  • General operating expenses such as local rental costs, telephony, office supplies, and technology infrastructure.
  • Travel and accommodation expenses, provided they do not exceed public sector reimbursement guidelines.
  • Salaries and wages related to the core operation and alternative services of the organization.
  • Costs directly linked to implementing the local action plan, including activities supporting associative life, consultation and representation, volunteer support and supervision, and popular education.

  • Impact and visibility within the community and activities related to the organization's mission.
  • Realism and accuracy of the proposed budget.
  • Financial health, including the absence of deficits and proportion of net assets relative to annual expenses (should not exceed 50% of total expenses).
  • Demonstration of sound financial management practices.
  • Availability of program funds and financial sustainability.

How to apply

Review eligibility and program guidelines

  • Read the program's normative framework to understand eligibility, required documents, and admissible expenses
  • Review the Cadre de référence en matière d’action communautaire (Community Action Reference Framework)

Assemble required documentation

  • Collect resolutions from the board of directors supporting the application and adopting the latest financial and activity reports
  • Gather legal documents: statutes, letters patent, general bylaws with adoption dates
  • Prepare the latest annual activity and financial reports, signed and adopted as required
  • Compile standard indicators: number of active members, participants, activities, and list of board members
  • Prepare budget forecasts and updated local action plan for the requested year

Complete the grant application form

  • Fill out the official financial support application form
  • Attach all requisite documents

Submit the application to the Ministry

  • Submit the completed application and documents to the Ministry by the established deadline
  • Ensure submission follows the prescribed methods for that year

Await evaluation and feedback

  • Wait for the Ministry to analyze and evaluate the application
  • Respond to any requests for additional information if needed

Additional information

  • Annual financial and activity reports must be formally presented, if not adopted, at the annual general meeting of members.
  • The support provided through this program may be revised each year based on compliance documentation and assessment criteria.
  • Organizations denied support have the right to request a review of the decision within 30 working days, providing additional justification and documentation.
  • Program rules and conditions apply from April 1, 2024, to March 31, 2027, after which they will be reviewed for renewal.
