  • The airport must be an existing community airport.
  • The project must involve runway lighting and major capital rehabilitation activities such as pavement rehabilitation work on primary runway, apron, or primary taxiway from main/terminal apron to runway.
  • Projects involving runway extensions must show significant financial contribution from the municipality and/or private industry, and be beneficial to the program's overall goals.

Municipalities that own or operate community-owned, public-use airports are eligible to apply for funding. These include cities, towns, villages, summer villages, counties, specialized municipalities, municipal districts, special areas, and Metis Settlements.
