- Certification, legal, licence, registration, banking, and investment fees related to FFA outcomes
- General business plans, expansion plans, diversification plans, marketing plans, and labour productivity plans

- Basic research and normal operating costs
- Travel, hospitality, meals, accommodations, permits, land purchases, multi-use items, and financing charges
