- Application preparation costs
- Costs incurred before approval or after project completion
- Ordinary operating expenses, taxes, interest, bank fees, vehicles, alcohol, cannabis, gifts, and incentives
- Individual transportation and delivery services such as UberEats
- In-kind costs, direct wage subsidies for existing staff, and deposits for undelivered goods or services

- Applications are reviewed only if complete.
