Overview

The Social and Community Initiatives Support Program – Participation and Inclusion Component offers non-recurring financial assistance of up to $75,000 per project per year to support initiatives that foster participation and inclusion in the associative and democratic life of community organizations. Eligible activities include the development, production, or adaptation of tools, as well as research, evaluation, training, and knowledge dissemination related to volunteerism and community action.

Financing terms and conditions

  • Maximum financial assistance of $75,000 per project per financial year, covering up to 90% of eligible direct project expenses.
  • Total cumulative public funding, including both Quebec and Canada government sources and certain municipal contributions, cannot exceed 90% of total eligible project expenses.
  • Projects are supported for up to 18 months; research projects may be supported for up to 36 months.
  • Payments are made in 2 or 3 installments, with final payment contingent upon review and acceptance of final project reports.

Eligibility

  • The applicant must be a legally constituted non-profit organization.
  • The organization must be active within its community.
  • The organization must maintain an associative and democratic life.
  • The organization must be free to determine its mission, approaches, practices, and orientations.
  • The project must enhance accessibility to participation in the associative and democratic life of community organizations through activities such as evaluation, research, training, knowledge dissemination, or development/adaptation of tools related to volunteer and community action.

Who is eligible?

  • Legally constituted non-profit organizations (NPOs) active within the community

Who is not eligible

  • Organizations incorporated for less than 12 months.
  • Entities whose main activities are political, religious, union-related, or professional associations, as well as foundations primarily focused on fundraising and redistributing funds.
  • Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
  • Organizations that have failed to meet previous financial aid obligations with the Ministry within the last two years after being duly notified.

Eligible expenses

  • Necessary expenses directly related to the execution of approved projects.
  • Costs for publication and dissemination of research and evaluation project results.
  • Salaries for human resources directly engaged in implementing approved projects, provided wages align with the organization’s usual pay structure for similar positions and tasks.

Eligible geographic areas

  • Organizations legally constituted and operating primarily in Quebec.

Selection criteria

  • Pertinence of the project in relation to the ministry’s field of responsibility, objectives, and priorities, as well as its complementarity with other projects funded by the ministry.
  • Realism of the project plan and timeline.
  • Capacity of the organization to successfully carry out the project, including expertise, partners, and financial capability.
  • Expected benefits and impacts of the project in connection with the specific objectives of the program.
  • Innovative and structuring aspects of the project, including potential for reuse within the community.

How to apply

Verify eligibility requirements

  • Ensure your organization is a legally constituted non-profit operating in the community
  • Maintain an associative and democratic life
  • Be free to define your mission, approaches, practices, and orientations

Prepare your project proposal

  • Develop a project improving accessibility to participation in the associative and democratic life of community organizations
  • Focus on evaluation, research, training, knowledge dissemination, or development/adaptation of tools related to volunteer and community action

Gather mandatory documentation

  • Collect required documents: Board resolution supporting the application, founding and regulatory documents, latest annual activity and financial reports, project budget including justification for costs, and, if applicable, prior phase final report and board member list with AGM minutes

Submit grant application

  • Submit your complete application with all supporting documents to the Ministry
  • Ensure the submission complies with the requirements outlined in the program

Await evaluation results

  • Wait for the Ministry to review your application
  • You will be informed of the decision or the reasons for inadmissibility

Sign agreement and start project

  • If accepted, sign the grant agreement specifying obligations, monitoring, and payment terms
  • Begin project implementation as agreed

Additional information

  • Subsidy disbursements are typically made in two or three installments, with details set by the funding agreement and may vary depending on project characteristics and financial availability.
  • No appeals process is available regarding funding decisions made within this program.
  • All program standards are valid until March 31, 2027, after which a review and renewal will take place.
  • Information and updates related to the program, including calls for proposals, are periodically released and applicants are encouraged to monitor program communications.
