  • a cash flow that provides sufficient detail on receipts and payments during the project period and for the loan repayment period
  • copy of articles of incorporation and/or letters patent
  • corporate family tree that sets out the corporate structure showing the parent, affiliates and related entities of the applicant and their relationships with one another
  • financial statements from the last three fiscal years audited in accordance with International and Canadian Audit Standards (IAS/CAS) or review engagement financial statements prepared in accordance with the Canadian Standard on Review Engagements (CSRE) 2400
  • letters of support from project partners and financial institutions, including financial commitments

Who is eligible?

  • For-profit businesses (legal entities) registered to carry out business in Ontario
  • Businesses and organizations in advanced manufacturing sectors, including aerospace, automotive, chemical, information and communications technology (ICT), life sciences, and steel
  • Applicants with at least three years of operations/financial statements
  • Applicants employing at least 10 people
  • Applicants that commit to creating at least five new jobs and/or upskilled current jobs

Who is not eligible

  • sole proprietorships
  • charities
  • start-ups
  • companies related to a current recipient through a parent or ownership
  • businesses that have previously been approved for a project under the Regional Development Program and have not successfully completed that project

Eligible expenses

  • project facilities and infrastructure, including construction and project facility modifications or upgrades, site servicing, and power service upgrades required to execute the project
  • equipment and machinery necessary for the successful completion of the project, including new technology, new high-performance equipment and machinery, and maintenance equipment associated with new technologies or systems
  • one-time labour directly related to project costs, including costs to set up or commission new equipment, technology or systems for the project
  • materials used for configuring and testing production processes and systems, materials used for training employees, and materials used for prototypes
  • specialized expertise required for the project, including third-party engineering services, software development, and management

Ineligible Costs and Activities

  • ongoing costs of production or operations
  • purchase of land or buildings
  • purchase, lease or operation of vehicles or off-site equipment
  • preparation of funding proposal
  • marketing, sales or distribution/shipping costs

Selection criteria

  • alignment with program objectives related to technology adoption, productivity, innovation, improved competitiveness, growth and reshoring
  • extent to which government support improves project outcomes and/or impacts the project’s scope or timelines
  • return on investment to Ontario
  • broad economic benefits, including sector or cluster impacts, value or supply chain strengthening, research partnerships, and regional impact
  • job creation and/or upskilling outcomes

How to apply

  • Speak with a Regional Advisor about your project.
  • Register for TPON and follow the prompts to find the program under the Submit for Funding section.
  • Download the application form and complete each section, including Part 1 – Eligibility Checklist and Part 2 – Application Form.
  • If eligible according to Part 1, complete the form and upload the completed form and all supporting documents on TPON.

Processing and Agreement

  • If approved, applicants must enter into a funding agreement with the Province of Ontario.
  • Before funding is disbursed, companies must meet disbursement conditions including evidence of project financing and insurance.
  • Applicants must meet annual reporting requirements, including providing financial statements.
  • The agreement may require full or partial repayment if performance measures are not met, including job, investment, or payroll commitments.

  • Two intake periods are available each year
  • Applications must be submitted through Transfer Payment Ontario (TPON)
  • Applicants are encouraged to speak with a provincial government advisor before applying
  • Funding is discretionary and competitive
