Eligibility
- The applicant must be a non-profit organization recognized by the Registraire des entreprises du Québec, or a cooperative that pays no dividends or interest to members.
- The organization must have its head office in Montreal or offer activities within the city of Montreal.
- The board of directors must be democratically elected and primarily composed of Montreal residents acting on a volunteer basis.
- The organization must hold an annual general meeting and be in good standing with government authorities and the City of Montreal.
- The organization must possess civil liability insurance and demonstrate recognized expertise with the populations targeted by the project.

- Non-profit organizations (NPOs) recognized by the Registraire des entreprises du Québec
- Cooperatives not providing dividends or interest on member shares
- Organizations specializing in leisure activities for people with functional limitations (auditory, intellectual, motor, visual, communication, mental health, developmental disorders, autism spectrum disorders)
- Organizations or their subsidiaries based in or offering activities within the City of Montreal
Who is not eligible
- For-profit businesses are not eligible.
- Organizations not officially recognized as non-profit (NPO) or cooperatives that do not distribute profits or interests to members.
- Entities without a registered office or activities on the territory of the City of Montréal.
- Organizations lacking a democratically elected board primarily composed of Montréal residents.

How to apply

Confirm organizational eligibility
- Verify your organization is a recognized non-profit or eligible cooperative
- Confirm legal constitution and appropriate charter objectives
- Ensure your registered office or activities are within Montreal
- Hold annual general meetings and maintain compliance with government requirements
- Have proper civil liability insurance and expertise with the target population

Validate project eligibility
- Ensure your project aligns with one or both program axes
- Check if your project fits PANAM recognition or Accompagnement Loisir (regular, specialized, or surspécialisé stream)
- Verify your service coverage (e.g., clientele from at least 10 boroughs for PANAM)

Compile required documentation
- Gather your completed CIALM 2025-2027 application form (Excel version, signed)
- Prepare your last completed activity report
- Prepare your last completed financial report
- Obtain your certificate of civil liability insurance and endorsement
- Assemble letters patent and their updates, if applicable, and board resolution authorizing the signatory

Final review of application
- Ensure completion and signature of all necessary documents
- Double check that all required attachments are present

- Send the completed application and supporting documents by email before the March 24, 2025 deadline at noon

Await selection committee results
- Wait for an email confirmation regarding the status and next steps of your request
- Your project will be assessed by a selection committee
