Overview
The Rail Transportation Infrastructure and Modal Integration Support Program – Studies provides up to $250,000 per year (to a maximum of $750,000 per organization) for studies aimed at enhancing Quebec's rail transport infrastructure and modal integration. Eligible activities include technical studies, feasibility assessments, business and strategic plans, and research to improve rail sector competitiveness and project implementation.

Eligibility
- The applicant must be a legally constituted company, railway company, economic development organization, development corporation, chamber of commerce, or municipal organization located in Quebec.
- The project must consist of eligible studies, such as technical studies, feasibility studies, market studies, business plans, master or development plans, strategic development plans, or scientific studies/tests related to the rail transport sector.
- The applicant must not be a consulting firm or a similar organization.
- The applicant and its subcontractors must not be listed in the Register of companies ineligible for public contracts (RENA).
- The applicant must have the expertise and financial capacity to complete the proposed project.

Eligible expenses
- Professional fees and honoraria directly related to the study.
- Purchase of specialized data required for conducting the study.
- Purchase or rental of specialized equipment specific to the project.
- Contingency costs, up to a maximum of 15% of the total study cost.

- Benefits and value of the project for users in terms of economic, financial, and logistical aspects.
- Availability of program budget.
How to apply

Verify eligibility requirements
- Review the eligibility conditions regarding organizations and projects for the grant
- Consult the program documentation and guidelines on the Ministère des Transports et de la Mobilité durable website
- Contact the Ministry for preliminary discussions if needed to clarify eligibility

Prepare required documentation
- Gather all necessary information about the applicant organization (name, address, brief history)
- Collect details on the railway network or line, including maps if applicable
- Obtain financial statements, plans, and supporting documents required for the application

Complete application form and dossier
- Download and complete the financial assistance application form specific to the program
- Describe the proposed project or study, including a detailed estimate of costs and identification of funding sources
- Ensure that all supporting materials (business plan, schedule, letters of support if needed) are ready

Submit application to the Ministry
- Send the completed application and all supporting documents via email to PSITFIM@transports.gouv.qc.ca
- Verify receipt by the Ministère, if possible

Await Ministry review and response
- Wait for the Ministry to review and assess the application against program criteria
- Respond to any Ministry requests for additional information or clarification as needed
Additional information
- Progress reports must be submitted annually for projects not completed by January 31 following aid approval.
- Recipients must retain and use assets acquired with the financial aid exclusively for the intended purpose for five years after project completion.
- The Ministry reserves the right to audit and inspect supported projects on site at any time during or after project implementation.
- All beneficiaries are required to comply with provincial laws, regulations, and obtain necessary permits before project execution.
