  • Applicants who have failed to meet obligations tied to a previous financial aid after formal notice from a Quebec ministry or agency.
  • The Société du chemin de fer de la Gaspésie (regarding projects covered by a specific development and maintenance agreement).

How to apply

  • Step 1: Consult the Program Documentation
    • Review the program guidelines, eligibility requirements, and application modalities available on the Ministry’s website.
    • Contact the Ministry for clarifications if necessary before preparing your application.
  • Step 2: Prepare the Application Package
    • Complete the official financial aid application form appropriate to the program and project type.
    • Prepare an explanatory document detailing:
      • Applicant’s name, address, activities, and brief history.
      • Description of the project and relevant network or site maps as applicable.
      • Detailed project or study description, estimated costs, and planned financing sources.
      • Project schedule and, where applicable, a business plan or financial projections.
      • Market context and target markets or commodities for the project.
      • Demonstration that the project meets the program’s evaluation criteria.
      • Financial statements and supporting documentation as requested in the guidelines.
      • Where the applicant is not the property owner, include a long-term lease (minimum five years).
  • Step 3: Submit the Application
    • Email the completed application form and all supporting documents to the following address: PSITFIM@transports.gouv.qc.ca.
  • Step 4: Application Analysis and Follow-Up
    • Applications may be submitted at any time while the program is open (until March 31, 2026) and are reviewed continuously.
    • Upon successful analysis, receive written notification of funding decision signed by an authorized representative.
  • Step 5: Accept Funding Agreement
    • Sign an official engagement with the Ministry confirming your acceptance of the program conditions and obligations if your project is selected.
  • Step 6: Payment and Project Implementation
    • Receive up to 66.67% of the granted financial aid upon signing the agreement (for most projects; see program for specific terms per stream).
    • Receive the balance after completion of the project or study and submission/verification of invoices, proof of payment, and any required documentation.
  • Step 7: Reporting and Compliance
    • Provide annual progress reports by January 31 if the project extends beyond the end of the calendar year.
    • Submit all required operational, financial, and project information for up to five years following project completion, as requested by the Ministry.

  • The beneficiary must adhere to the government’s visibility protocol for aid programs, including permitting public announcements of key project details and funding received.
  • Compliance with all applicable laws, regulations, and standards in Quebec is required when conducting funded activities.
  • Any assets acquired through financial assistance must not be sold, moved, or repurposed for five years after project completion, unless authorized.
  • Progress reports detailing expenses, completed work, and updated timelines must be submitted annually for unfinished projects.
